710 relating to state-wide first responder building mapping information system, so as to establish2
8-a grant program to fund the creation of school and facility mapping data for inclusion in the3
9-state-wide first responder building mapping information system; to provide for standards for4
10-school mapping data; to provide for a definition; to authorize the development of standards5
11-for use, storage, and dissemination of such data; to exempt such data from public disclosure;6
12-to provide for related matters; to repeal conflicting laws; and for other purposes.7
13-BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8
14-SECTION 1.9
15-Article 10 of Chapter 3 of Title 38 of the Official Code of Georgia Annotated, relating to10
16-state-wide first responder building mapping information system, is amended in Code11
17-Section 38-3-151, relating to definitions, by adding a new paragraph to read as follows:12
18-"(4) 'School mapping data' means building information, floor plans, and emergency13
19-response plans of a public or private school system, an independent private school, or a14
20-facility providing educational services onsite to a child as described in15
21-subparagraph (b)(1)(A) of Code Section 20-2-133."16

25-Said article is further amended by revising Code Section 38-3-153, relating to immunity from18
26-civil liability, as follows:19
27-"38-3-153.20
28-(a) Subject to available funding, the agency shall establish a grant program for the21
29-provision of funds to a public or private school system, an independent private school, or22
30-a facility providing educational services onsite to a child as described in23
31-subparagraph (b)(1)(A) of Code Section 20-2-133 to provide school mapping data for24
32-inclusion in the building mapping information system. The agency shall be authorized to25
33-develop rules and regulations for the awarding of such grants and the requirements for26
34-school mapping data, which shall:27
35-(1) Be in formats which are compatible with any software platforms utilized by federal,28
36-state, and local public safety agencies that respond to emergencies at schools or29
37-residential treatment facilities and do not require such agencies to purchase additional30
38-software or provide payment in order to view or access the data;31
39-(2) Be in formats capable of being printed and shared electronically;32
40-(3) Be verified for accuracy through performance of an in-person examination and33
41-walk-through of the school campus or facility;34
42-(4) Be oriented true north, be overlaid on an aerial image which is capable of being35
43-removed or manipulated, and contain a grid with x and y coordinates;36
44-(5) Identify access points and floor plans of buildings, including, but not limited to,37
45-doors, stairwells, and hallways, each of which shall include any identifiers or names38
46-utilized by staff and students;39
47-(6) Identify locations of critical infrastructure, potential hazards, and emergency40
48-response aids;41
49-(7) Include identification of roads and buildings adjacent to the school campus or42
50-facility; and43

53-(8) Provide updates of school mapping data to federal, state, and local public safety44
54-agencies that respond to requests for emergency services at a specific school or facility45
55-in a format compatible with software platforms utilized by such agencies and within three46
56-days of any updates when significant updates have been made.47
57-(b) The agency may recommend standards for the use of school mapping data, encryption48
58-of such data, and transmission of such data over secure methods to law enforcement49
59-officers, firefighters, and other authorized emergency first responders.50
60-(c) Information provided to the agency under this Code section shall be exempt from51
61-public disclosure to the extent provided in paragraph (31) of subsection (a) of Code52
62-Section 50-18-72 and such agency shall be prohibited from disclosing or transmitting53
63-school mapping data to the general public.54

65-Local governments and agencies and their employees shall be immune from civil liability56
66-for any damages arising out of the creation and use of the building mapping information57
67-system unless it is shown that an employee acted with gross negligence or bad faith."58
68-SECTION 3.59
69-All laws and parts of laws in conflict with this Act are repealed.60
