96 WHEREAS, artificial intelligence ("AI"), the development of computer systems to perform2
107 tasks that normally require human intelligence, such as learning and decision-making, has3
118 the potential to spur innovation and transform industry and government; and4
129 WHEREAS, as the science and technology of AI continue to develop, more products and5
1310 services are utilizing AI in fields such as healthcare, financial services, education, housing,6
1411 and transportation. Such utilization may ultimately displace certain jobs and fields of7
1512 employment; and8
1613 WHEREAS, there are valid concerns about potential misuse or unintended consequences of9
1714 AI, especially without the development and implementation of ethical standards that seek to10
1815 preserve the dignity, autonomy, and self-determination of individuals; and11
1916 WHEREAS, in the 2023 legislative session, at least 25 states, Puerto Rico, and the District12
2017 of Columbia introduced AI bills, and 18 states and Puerto Rico adopted resolutions or13
2118 enacted legislation in this area; and14

24-WHEREAS, it is important that this state establish policies and procedures concerning the

20+WHEREAS, it is important that this state establish policies and procedures concerning the15
2621 development, procurement, implementation, utilization, and ongoing assessment of systems16
2722 that employ AI and are in use by state agencies; and17
2823 WHEREAS, promoting responsible innovation, competition, and collaboration in public and18
2924 private sectors will allow Georgia to be a leader in ensuring that such technology will19
3025 advance in a way that enforces the existing consumer protection laws and principles for its20
3126 citizens, while enacting any additional appropriate safeguards against, fraud, unintended bias,21
3227 discrimination, infringements on privacy, and other potential harms from AI; and22
3328 WHEREAS, it is in best interest of this state and its citizens to examine AI technologies and23
3429 their current and future use in this state.24
3530 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE:25
3631 (1) Creation of Senate study committee. There is created the Senate Study Committee26
3732 on Artificial Intelligence.27
3833 (2) Members and officers. The committee shall be composed of nine members to be28
3934 appointed by the President of the Senate as follows:29
4035 (A) Six members of the Senate, which shall include the chairpersons of the Senate30
4136 Committee on Science and Technology and the Senate Committee on Public Safety;31
4237 (B) An instructor at an institution of higher education who has expert knowledge of and32
4338 experience with AI technology;33
4439 (C) An attorney with expert knowledge of and experience with federal and state laws34
4540 concerning AI; and35
4641 (D) A business professional with expert knowledge of and experience with AI36
4742 technologies and products.37

5346 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,40
5447 issues, and problems mentioned above or related thereto and recommend any action or41
5548 legislation which the committee deems necessary or appropriate.42
5649 (4) Meetings. The chairperson shall call all meetings of the committee. The committee43
5750 may conduct such meetings at such places and at such times as it may deem necessary or44
5851 convenient to enable it to exercise fully and effectively its powers, perform its duties, and45
5952 accomplish the objectives and purposes of this resolution.46
6053 (5) Allowances, expenses, and funding.47
6154 (A) The legislative members of the committee shall receive the allowances provided48
6255 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.49
6356 (B) Members of the committee who are state officials, other than legislative members,50
6457 or who are state employees shall receive no compensation for their service on the51
6558 committee, but they may be reimbursed for expenses incurred by them in the52
6659 performance of their duties as members of the committee in the same manner as they53
6760 are reimbursed for expenses in their capacities as state officials or employees.54
6861 (C) Members of the committee who are not legislators, state officials, or state55
6962 employees shall receive a daily expense allowance in an amount the same as that56
7063 specified in subsection (b) of Code Section 45-7-21 of the Official Code of Georgia57
7164 Annotated, as well as the mileage or transportation allowance authorized for state58
7265 employees.59
7366 (D) The allowances authorized by this resolution shall not be received by any member60
7467 of the committee for more than 12 days unless additional days are authorized. Funds61
7568 necessary to carry out the provisions of this resolution shall come from funds62
7669 appropriated to the Senate; except that funds for the reimbursement of expenses of state63
7770 officials, other than legislative members, and for the reimbursement of expenses of state64

80-employees shall come from funds appropriated to or otherwise available to their

8273 respective agencies.66
8374 (6) Report.67
8475 (A) In the event the committee adopts any specific findings or recommendations that68
8576 include suggestions for proposed legislation, the chairperson shall file a report of the69
8677 same prior to the date of abolishment specified in this resolution, subject to70
8778 subparagraph (C) of this paragraph.71
8879 (B) In the event the committee adopts a report that does not include suggestions for72
8980 proposed legislation, the chairperson shall file the report, subject to subparagraph (C) of73
9081 this paragraph.74
9182 (C) No report shall be filed unless the same has been approved prior to the date of75
9283 abolishment specified in this resolution by majority vote of a quorum of the committee. 76
9384 A report so approved shall be signed by the chairperson of the committee and filed with77
9485 the Secretary of the Senate.78
9586 (D) In the absence of an approved report, the chairperson may file with the Secretary of79
9687 the Senate a copy of the minutes of the meetings of the committee in lieu thereof.80
9788 (7) Abolishment. The committee shall stand abolished on December 1, 2024.81
