9 | 6 | | WHEREAS, artificial intelligence ("AI"), the development of computer systems to perform2 |

10 | 7 | | tasks that normally require human intelligence, such as learning and decision-making, has3 |
---|
11 | 8 | | the potential to spur innovation and transform industry and government; and4 |
---|
12 | 9 | | WHEREAS, as the science and technology of AI continue to develop, more products and5 |
---|
13 | 10 | | services are utilizing AI in fields such as healthcare, financial services, education, housing,6 |
---|
14 | 11 | | and transportation. Such utilization may ultimately displace certain jobs and fields of7 |
---|
15 | 12 | | employment; and8 |
---|
16 | 13 | | WHEREAS, there are valid concerns about potential misuse or unintended consequences of9 |
---|
17 | 14 | | AI, especially without the development and implementation of ethical standards that seek to10 |
---|
18 | 15 | | preserve the dignity, autonomy, and self-determination of individuals; and11 |
---|
19 | 16 | | WHEREAS, in the 2023 legislative session, at least 25 states, Puerto Rico, and the District12 |
---|
20 | 17 | | of Columbia introduced AI bills, and 18 states and Puerto Rico adopted resolutions or13 |
---|
21 | 18 | | enacted legislation in this area; and14 |
---|
26 | 21 | | development, procurement, implementation, utilization, and ongoing assessment of systems16 |
---|
27 | 22 | | that employ AI and are in use by state agencies; and17 |
---|
28 | 23 | | WHEREAS, promoting responsible innovation, competition, and collaboration in public and18 |
---|
29 | 24 | | private sectors will allow Georgia to be a leader in ensuring that such technology will19 |
---|
30 | 25 | | advance in a way that enforces the existing consumer protection laws and principles for its20 |
---|
31 | 26 | | citizens, while enacting any additional appropriate safeguards against, fraud, unintended bias,21 |
---|
32 | 27 | | discrimination, infringements on privacy, and other potential harms from AI; and22 |
---|
33 | 28 | | WHEREAS, it is in best interest of this state and its citizens to examine AI technologies and23 |
---|
34 | 29 | | their current and future use in this state.24 |
---|
35 | 30 | | NOW, THEREFORE, BE IT RESOLVED BY THE SENATE:25 |
---|
36 | 31 | | (1) Creation of Senate study committee. There is created the Senate Study Committee26 |
---|
37 | 32 | | on Artificial Intelligence.27 |
---|
38 | 33 | | (2) Members and officers. The committee shall be composed of nine members to be28 |
---|
39 | 34 | | appointed by the President of the Senate as follows:29 |
---|
40 | 35 | | (A) Six members of the Senate, which shall include the chairpersons of the Senate30 |
---|
41 | 36 | | Committee on Science and Technology and the Senate Committee on Public Safety;31 |
---|
42 | 37 | | (B) An instructor at an institution of higher education who has expert knowledge of and32 |
---|
43 | 38 | | experience with AI technology;33 |
---|
44 | 39 | | (C) An attorney with expert knowledge of and experience with federal and state laws34 |
---|
45 | 40 | | concerning AI; and35 |
---|
46 | 41 | | (D) A business professional with expert knowledge of and experience with AI36 |
---|
47 | 42 | | technologies and products.37 |
---|
52 | 45 | | chairperson of the committee.39 |
---|
53 | 46 | | (3) Powers and duties. The committee shall undertake a study of the conditions, needs,40 |
---|
54 | 47 | | issues, and problems mentioned above or related thereto and recommend any action or41 |
---|
55 | 48 | | legislation which the committee deems necessary or appropriate.42 |
---|
56 | 49 | | (4) Meetings. The chairperson shall call all meetings of the committee. The committee43 |
---|
57 | 50 | | may conduct such meetings at such places and at such times as it may deem necessary or44 |
---|
58 | 51 | | convenient to enable it to exercise fully and effectively its powers, perform its duties, and45 |
---|
59 | 52 | | accomplish the objectives and purposes of this resolution.46 |
---|
60 | 53 | | (5) Allowances, expenses, and funding.47 |
---|
61 | 54 | | (A) The legislative members of the committee shall receive the allowances provided48 |
---|
62 | 55 | | for in Code Section 28-1-8 of the Official Code of Georgia Annotated.49 |
---|
63 | 56 | | (B) Members of the committee who are state officials, other than legislative members,50 |
---|
64 | 57 | | or who are state employees shall receive no compensation for their service on the51 |
---|
65 | 58 | | committee, but they may be reimbursed for expenses incurred by them in the52 |
---|
66 | 59 | | performance of their duties as members of the committee in the same manner as they53 |
---|
67 | 60 | | are reimbursed for expenses in their capacities as state officials or employees.54 |
---|
68 | 61 | | (C) Members of the committee who are not legislators, state officials, or state55 |
---|
69 | 62 | | employees shall receive a daily expense allowance in an amount the same as that56 |
---|
70 | 63 | | specified in subsection (b) of Code Section 45-7-21 of the Official Code of Georgia57 |
---|
71 | 64 | | Annotated, as well as the mileage or transportation allowance authorized for state58 |
---|
72 | 65 | | employees.59 |
---|
73 | 66 | | (D) The allowances authorized by this resolution shall not be received by any member60 |
---|
74 | 67 | | of the committee for more than 12 days unless additional days are authorized. Funds61 |
---|
75 | 68 | | necessary to carry out the provisions of this resolution shall come from funds62 |
---|
76 | 69 | | appropriated to the Senate; except that funds for the reimbursement of expenses of state63 |
---|
77 | 70 | | officials, other than legislative members, and for the reimbursement of expenses of state64 |
---|
82 | 73 | | respective agencies.66 |
---|
83 | 74 | | (6) Report.67 |
---|
84 | 75 | | (A) In the event the committee adopts any specific findings or recommendations that68 |
---|
85 | 76 | | include suggestions for proposed legislation, the chairperson shall file a report of the69 |
---|
86 | 77 | | same prior to the date of abolishment specified in this resolution, subject to70 |
---|
87 | 78 | | subparagraph (C) of this paragraph.71 |
---|
88 | 79 | | (B) In the event the committee adopts a report that does not include suggestions for72 |
---|
89 | 80 | | proposed legislation, the chairperson shall file the report, subject to subparagraph (C) of73 |
---|
90 | 81 | | this paragraph.74 |
---|
91 | 82 | | (C) No report shall be filed unless the same has been approved prior to the date of75 |
---|
92 | 83 | | abolishment specified in this resolution by majority vote of a quorum of the committee. 76 |
---|
93 | 84 | | A report so approved shall be signed by the chairperson of the committee and filed with77 |
---|
94 | 85 | | the Secretary of the Senate.78 |
---|
95 | 86 | | (D) In the absence of an approved report, the chairperson may file with the Secretary of79 |
---|
96 | 87 | | the Senate a copy of the minutes of the meetings of the committee in lieu thereof.80 |
---|
97 | 88 | | (7) Abolishment. The committee shall stand abolished on December 1, 2024.81 |
---|
