A RESOLUTION
Expressing concerns regarding regulatory overreach impacting the chemical industry and

urging the federal government to reevaluate proposed restrictions; and for other purposes.2
WHEREAS, the State of Georgia recognizes the vital role played by the chemical industry3
in the economic development, national security, and technological innovation of the United4
States; and5
WHEREAS, the chemical industry is a cornerstone of our nation's economy, contributing6
over $600 billion in economic impact, supporting more than half a million jobs, and7
constituting 25% of the gross domestic product and, in Georgia, supports over 20,000 jobs8
as a $13 billion industry; and9
WHEREAS, the chemical industry is instrumental in providing essential products and10
innovations that drive progress in areas such as housing, infrastructure, healthcare,11
telecommunications, and clean energy solutions; and12
WHEREAS, the success of the chemical industry is crucial to maintaining America's global13
competitiveness and achieving national priorities; and14

WHEREAS, recent regulatory actions and proposed restrictions by the Biden administration
15
and its agencies have raised concerns about the impact on the chemical industry's ability to16
innovate, create products, and contribute to the nation's economic growth; and17
WHEREAS, these new restrictions have the potential to limit access to and increase the cost18
of essential products, negatively impacting the United States economy, jeopardizing19
American competitiveness, and delaying progress in industries with urgent and growing20
needs; and21
WHEREAS, there are currently 13 proposed new restrictions with the potential to directly22
impact the chemical industry, ranging from outright bans on certain chemistries to23
regulations that may render manufacturing unviable or impossible; and24
WHEREAS, these restrictions may have detrimental effects on the supply chains for vital25
technologies, including semiconductors, electric vehicles, and modern healthcare26
applications; and27
WHEREAS, the proposed restrictions contradict policy priorities set forth by laws such as28
the Inflation Reduction Act (IRA), Infrastructure Investment and Jobs Act (IIJA), and CHIPS29
and Science Ac; and30
WHEREAS, responsible regulation that prioritizes science, promotes innovation, and31
supports supply chain resiliency is essential to achieving national goals.32
NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF33
GEORGIA that:34

(1)  The Georgia General Assembly expresses concern about the potential adverse impact
35
of regulatory overreach on the chemical industry and its contributions to the nation's36
economic prosperity;37
(2)  The Georgia General Assembly calls on the Biden Administration, federal agencies,38
and Congress to reevaluate proposed restrictions on the chemical industry, ensuring that39
regulations are based on sound science, promote innovation, and support supply chain40
resiliency; and41
(3)  The Georgia General Assembly urges the Administration, Federal agencies, and42
Congress to support frameworks that celebrate innovation and accelerate progress in the43
chemical industry.44
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed45
to make appropriate copies of this resolution available for distribution to the President of the46
United States, the Georgia Congressional delegation, and relevant federal agencies to inform47
them of the concerns and recommendations expressed herein.48
