66 Expressing concerns regarding regulatory overreach impacting the chemical industry and

88 urging the federal government to reevaluate proposed restrictions; and for other purposes.2
99 WHEREAS, the State of Georgia recognizes the vital role played by the chemical industry3
1010 in the economic development, national security, and technological innovation of the United4
1111 States; and5
1212 WHEREAS, the chemical industry is a cornerstone of our nation's economy, contributing6
1313 over $600 billion in economic impact, supporting more than half a million jobs, and7
1414 constituting 25% of the gross domestic product and, in Georgia, supports over 20,000 jobs8
1515 as a $13 billion industry; and9
1616 WHEREAS, the chemical industry is instrumental in providing essential products and10
1717 innovations that drive progress in areas such as housing, infrastructure, healthcare,11
1818 telecommunications, and clean energy solutions; and12
1919 WHEREAS, the success of the chemical industry is crucial to maintaining America's global13
2020 competitiveness and achieving national priorities; and14

2323 WHEREAS, recent regulatory actions and proposed restrictions by the Biden administration

2525 and its agencies have raised concerns about the impact on the chemical industry's ability to16
2626 innovate, create products, and contribute to the nation's economic growth; and17
2727 WHEREAS, these new restrictions have the potential to limit access to and increase the cost18
2828 of essential products, negatively impacting the United States economy, jeopardizing19
2929 American competitiveness, and delaying progress in industries with urgent and growing20
3030 needs; and21
3131 WHEREAS, there are currently 13 proposed new restrictions with the potential to directly22
3232 impact the chemical industry, ranging from outright bans on certain chemistries to23
3333 regulations that may render manufacturing unviable or impossible; and24
3434 WHEREAS, these restrictions may have detrimental effects on the supply chains for vital25
3535 technologies, including semiconductors, electric vehicles, and modern healthcare26
3636 applications; and27
3737 WHEREAS, the proposed restrictions contradict policy priorities set forth by laws such as28
3838 the Inflation Reduction Act (IRA), Infrastructure Investment and Jobs Act (IIJA), and CHIPS29
3939 and Science Ac; and30
4040 WHEREAS, responsible regulation that prioritizes science, promotes innovation, and31
4141 supports supply chain resiliency is essential to achieving national goals.32
4242 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF33
4343 GEORGIA that:34

4646 (1) The Georgia General Assembly expresses concern about the potential adverse impact

4848 of regulatory overreach on the chemical industry and its contributions to the nation's36
4949 economic prosperity;37
5050 (2) The Georgia General Assembly calls on the Biden Administration, federal agencies,38
5151 and Congress to reevaluate proposed restrictions on the chemical industry, ensuring that39
5252 regulations are based on sound science, promote innovation, and support supply chain40
5353 resiliency; and41
5454 (3) The Georgia General Assembly urges the Administration, Federal agencies, and42
5555 Congress to support frameworks that celebrate innovation and accelerate progress in the43
5656 chemical industry.44
5757 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed45
5858 to make appropriate copies of this resolution available for distribution to the President of the46
5959 United States, the Georgia Congressional delegation, and relevant federal agencies to inform47
6060 them of the concerns and recommendations expressed herein.48
