| 25 | 25 | | Chapter 2 of Title 1 of the Official Code of Georgia Annotated, relating to persons and their8 |

| 26 | 26 | | rights, is amended by adding a new Code section to read as follows:9 |

| 29 | 29 | | (a) As used in this Code section, the term:11 |
|---|
| 30 | 30 | | (1) 'Abortifacient' means a method of inhibiting the development of a human pregnancy12 |
|---|
| 31 | 31 | | at any stage following conception.13 |
|---|
| 32 | 32 | | (2) 'Abortion' means the use of any means to terminate the pregnancy of a woman known14 |
|---|
| 33 | 33 | | to be pregnant with knowledge that the termination will, with reasonable likelihood,15 |
|---|
| 34 | 34 | | cause the death of the unborn child.16 |

| 37 | 37 | | (3) 'Conception' means the process of combining the male sperm with the female ovum,17 |
|---|
| 38 | 38 | | resulting in a fertilized ovum or zygote.18 |
|---|
| 39 | 39 | | (4) 'Contraception' means a method of inhibiting the development of a human pregnancy19 |
|---|
| 40 | 40 | | at any stage prior to conception. Contraception does not include an abortifacient.20 |
|---|
| 41 | 41 | | (b) The State of Georgia recognizes that life is valued and protected from the moment of21 |
|---|
| 42 | 42 | | conception and that each life, from that moment, is accorded the same rights and22 |
|---|
| 43 | 43 | | protections guaranteed to all persons by the Constitution of the United States, the Georgia23 |
|---|
| 44 | 44 | | Constitution, and the laws of Georgia.24 |
|---|
| 45 | 45 | | (c) This Code section shall not be construed to create or recognize a right to abortion or25 |
|---|
| 46 | 46 | | to prohibit the use of any means of contraception."26 |
