6-To amend Chapter 10 of Title 31 of the Official Code of Georgia Annotated, relating to vital1

719 records, so as to provide for the issuance of a "Certificate of Foreign Birth" by the state2
820 registrar without a judicial order if certain criteria is satisfied; to provide for necessary forms;3
921 to provide for related matters; to repeal conflicting laws; and for other purposes.4
1022 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:5
1123 SECTION 1.6
1224 Chapter 10 of Title 31 of the Official Code of Georgia Annotated, relating to vital records,7
1325 is amended by adding a new Code section to read as follows:8

1528 (a) A child who has automatically acquired United States citizenship following a foreign10
1629 adoption and who possesses a Certificate of Citizenship in accordance with the federal11
1730 Child Citizenship Act of 2000, P. L. 106-395, 114 Stat. 1631, shall be exempt from the12
1831 provisions of Code Section 31-10-13, requiring a report of adoption from a court of13
1932 competent jurisdiction in this state to acquire a 'Certificate of Foreign Birth.'14
2033 (b) The state registrar, upon written request, shall prepare a 'Certificate of Foreign Birth'15
2134 reflecting the actual date and place of birth for a child who was born in a foreign country,16

2337 was adopted by a United States citizen, and has automatically acquired citizenship in17
2438 accordance with the federal Child Citizenship Act of 2000 upon the production of the18
2539 following documents:19
2640 (1) The child's Certificate of Citizenship;20
27-(2) The social security card of the child;21
28-(3) A valid government issued form of identification possessing a picture of the parent22
29-or parents, such as a passport or driver's license; and23
30-(4) Proof of residency of the parent or parents in the State of Georgia.24
31-(c) The state registrar shall develop any necessary forms for adoptive parents to submit in25
32-order to request a 'Certificate of Foreign Birth.'"26
33-SECTION 2.27
34-All laws and parts of laws in conflict with this Act are repealed.28
41+(2) A certified copy of the child's foreign birth certificate and a certified English21
42+translation;22
43+(3) The original documents related to the foreign adoption certified by the United States23
44+Embassy abroad and a certified English translation;24
