5	16		AN ACT
6		-	To amend Chapter 10 of Title 31 of the Official Code of Georgia Annotated, relating to vital1

7	19		records, so as to provide for the issuance of a "Certificate of Foreign Birth" by the state2
8	20		registrar without a judicial order if certain criteria is satisfied; to provide for necessary forms;3
9	21		to provide for related matters; to repeal conflicting laws; and for other purposes.4
10	22		BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:5
11	23		SECTION 1.6
12	24		Chapter 10 of Title 31 of the Official Code of Georgia Annotated, relating to vital records,7
13	25		is amended by adding a new Code section to read as follows:8

15	28		(a) A child who has automatically acquired United States citizenship following a foreign10
16	29		adoption and who possesses a Certificate of Citizenship in accordance with the federal11
17	30		Child Citizenship Act of 2000, P. L. 106-395, 114 Stat. 1631, shall be exempt from the12
18	31		provisions of Code Section 31-10-13, requiring a report of adoption from a court of13
19	32		competent jurisdiction in this state to acquire a 'Certificate of Foreign Birth.'14
20	33		(b) The state registrar, upon written request, shall prepare a 'Certificate of Foreign Birth'15
21	34		reflecting the actual date and place of birth for a child who was born in a foreign country,16

23	37		was adopted by a United States citizen, and has automatically acquired citizenship in17
24	38		accordance with the federal Child Citizenship Act of 2000 upon the production of the18
25	39		following documents:19
26	40		(1) The child's Certificate of Citizenship;20
27		-	(2) The social security card of the child;21
28		-	(3) A valid government issued form of identification possessing a picture of the parent22
29		-	or parents, such as a passport or driver's license; and23
30		-	(4) Proof of residency of the parent or parents in the State of Georgia.24
31		-	(c) The state registrar shall develop any necessary forms for adoptive parents to submit in25
32		-	order to request a 'Certificate of Foreign Birth.'"26
33		-	SECTION 2.27
34		-	All laws and parts of laws in conflict with this Act are repealed.28
