1717 To amend Chapter 5 of Title 35 of the Official Code of Georgia Annotated, relating to

1919 Georgia Public Safety Training Center, so as to require the Georgia Public Safety Training2
2020 Center to create and maintain an at-risk adult training course focusing on officer response to3
2121 individuals with Alzheimer's disease or dementia; to provide for requirements for such4
2222 course; to provide for collaborative course development with the Division of Aging Services;5
2323 to provide for approval of the training program by the Georgia Peace Officer Standards and6
2424 Training Council; to provide for related matters; to repeal conflicting laws; and for other7
2525 purposes.8
2626 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:9
2727 SECTION 1.10
2828 Chapter 5 of Title 35 of the Official Code of Georgia Annotated, relating to Georgia Public11
2929 Safety Training Center, is amended by adding a new Code section to read as follows:12

3232 (a) The Georgia Public Safety Training Center shall create and maintain an at-risk adult14
3333 training course available to all peace officers, emergency medical personnel, and15

3636 behavioral health co-responders relating to responding to at-risk adults, including those16
3737 individuals living with Alzheimer's disease or other forms of dementia.17
3838 (b) Such training course shall, at a minimum, provide training in:18
3939 (1) Investigating criminal violations involving benefits trafficking and related offenses;19
4040 (2) Investigating criminal violations involving the abuse, neglect, or exploitation of a20
4141 disabled adult or elder person;21
4242 (3) Responding to reports of missing persons;22
4343 (4) Interacting with victims of abuse, neglect, and exploitation in a victim centered and23
4444 trauma informed way; and24
4545 (5) Certain aspects of Alzheimer's disease and other forms of dementia and cognitive25
4646 impairment, including;26
4747 (A) Instruction in interacting with persons with Alzheimer's disease and other forms27
4848 of dementia;28
4949 (B) Techniques for recognizing the behavioral symptoms and characteristics of29
5050 Alzheimer's disease and other forms of dementia;30
5151 (C) Techniques for effective communication with persons with Alzheimer's disease and31
5252 other forms of dementia;32
5353 (D) Techniques for employing alternatives to physical restraints; and33
5454 (E) Protocols for contacting caregivers when an individual with Alzheimer's disease34
5555 or other form of dementia is found wandering or during an emergency situation.35
5656 (c) The training course provided for in this Code section shall be developed by the Georgia36
5757 Public Safety Training Center in collaboration with the Forensic Special Initiatives Unit37
5858 of the Division of Aging Services of the Department of Human Services.38
5959 (d) The number of hours and specific curriculum required for the training course provided39
6060 for in this Code section shall be approved by the Georgia Peace Officer Standards and40
6161 Training Council."41
