A BILL TO BE ENTITLED
AN ACT
To amend Article 1 of Chapter 23 of Title 33 of the Official Code of Georgia Annotated,

relating to licensing of agents, agencies, subagents, counselors, and adjusters, so as to require2
licensed adjusters to be licensed contractors; to limit an adjuster's license based on the type3
of contractor license held; to provide for licensed contractors to become licensed adjusters;4
to provide for rules and regulations; to provide for related matters; to repeal conflicting laws;5
and for other purposes.6
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
SECTION 1.8
Article 1 of Chapter 23 of Title 33 of the Official Code of Georgia Annotated, relating to9
licensing of agents, agencies, subagents, counselors, and adjusters, is amended in Code10
Section 33-23-5, relating to qualifications and requirements for license, by adding two new11
subsections to read as follows:12
"(e)  Beginning July 1, 2026, an individual applying for a license as an adjuster shall show

that he or she is licensed as a residential-basic contractor, residential-light commercial14
contractor, commercial general contractor, or commercial general contractor limited tier15
depending on the area in which such individual shall be acting as an adjuster.  The16

Commissioner shall by rule or regulation establish criteria and procedures for the scope of17
practice for licensed adjusters and may provide for any exemptions or extensions for the18
renewal of licenses for adjusters.19
(f) An applicant who has a current valid license as a residential-basic contractor,20
residential-light commercial contractor, commercial general contractor, or commercial21
general contractor limited tier as provided in Chapter 41 of Title 43 shall be eligible for22
licensure as an adjuster limited to such applicant's scope of practice.  The Commissioner23
shall by rule or regulation establish criteria and procedures for the scope of practice for24
such licenses and may provide for exemptions to requirements for licensure as an adjuster25
based on an applicant's experience or the qualifications for contractor licenses provided for26
under Code Section 43-41-6."27
SECTION 2.28
All laws and parts of laws in conflict with this Act are repealed.29
