A BILL TO BE ENTITLED
AN ACT
To amend an Act creating the Chatham County Recreation Authority, approved April 5, 1995

(Ga. L. 1995, p. 4281), so as to abolish the current authority memberships; to provide for2
new board membership; to provide terms of office; to revise quorum requirements; to3
provide for related matters; to provide an effective date; to repeal conflicting laws; and for4
other purposes.5
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:6
SECTION 1.7
An Act creating the Chatham County Recreation Authority, approved April 5, 19958
(Ga. L. 1995, p. 4281), is amended in Section 2 by revising subsections (b) and (h) as9
follows:10
"(b)(1) The authority membership in office on June 30, 2025, shall vacate their offices,11
and such offices shall be abolished as of that date.12
(2) On July 1, 2025, the authority shall be governed by a new board that shall consist of13
nine members. Seven members of the authority shall be appointed by the Chatham14
County legislative delegation, and two members of the authority shall be appointed by15
the Board of Commissioners of Chatham County. One of the members of the authority16

appointed by the Board of Commissioners of Chatham County shall be from a list of
17
nominations made by the Savannah Area Chamber of Commerce.18
(3)(A) Members of the authority appointed by the legislative delegation shall serve19
two-year terms of office and until their successors are appointed and qualified;20
provided, however, that of the initial seven members appointed pursuant to this21
subsection, the legislative delegation shall designate three of such members to serve an22
initial term of one year and until their successors are appointed and qualified.23
(B) Members of the authority appointed by the Board of Commissioners of Chatham24
County shall serve four-year terms of office and until their successors are appointed and25
qualified; provided, however, that the initial member appointed from the chamber of26
commerce's nomination list shall be appointed to an initial term of office of three years27
and until his or her successor is appointed and qualified.28
(3) The board established pursuant to paragraph (2) of this subsection shall in all matters29
be the successor to the authority membership abolished in paragraph (1) of this30
subsection.31
(4) For the purposes of this subsection, the Chatham County legislative delegation shall32
be composed of all senators and representatives in the General Assembly whose districts33
are wholly or partially in Chatham County."34
"(h) Five members of the authority shall constitute a quorum. No vacancy on the authority35
shall impair the right of the quorum to exercise all of the rights and perform all the duties36
of the authority."37
SECTION 2.38
This Act shall become effective on June 30, 2025.39
SECTION 3.40
All laws and parts of laws in conflict with this Act are repealed.41
