5	16		AN ACT
6		-	To amend an Act creating the Chatham County Recreation Authority, approved April 5, 19951
7		-	(Ga. L. 1995, p. 4281), so as to revise the membership of the authority; to provide for new2
8		-	board membership; to provide terms of office; to revise quorum requirements; to provide for3
9		-	related matters; to provide an effective date; to repeal conflicting laws; and for other4
10		-	purposes.5

	19	+	(Ga. L. 1995, p. 4281), so as to abolish the current authority memberships; to provide for2
	20	+	new board membership; to provide terms of office; to revise quorum requirements; to3
	21	+	provide for related matters; to provide an effective date; to repeal conflicting laws; and for4
	22	+	other purposes.5
11	23		BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:6
12	24		SECTION 1.7
13	25		An Act creating the Chatham County Recreation Authority, approved April 5, 19958
14	26		(Ga. L. 1995, p. 4281), is amended in Section 2 by revising subsections (b) and (h) as9
15	27		follows:10
16		-	"(b)(1) On July 1, 2025, and until February 28, 2029, the authority shall be governed by11
17		-	a board that shall consist of no more than 14 members. As of March 1, 2029, the12
18		-	authority shall be governed by a board that shall consist of nine members. 13
19		-	(2)(A) Those members of the authority serving on the effective date of this subsection14
20		-	shall serve out the terms to which they were appointed; provided, however, that any15
21		-	vacancy on the board:16

24		-	(i) Existing on the effective date of this subsection; or17
25		-	(ii) Created by one or more of such members vacating his or her office prior to the18
26		-	end of his or her term following the effective date of this subsection; 19
27		-	shall be filled by a member appointed by the Chatham County legislative delegation to20
28		-	serve out the remainder of the unexpired term. 21
29		-	(B)(i) Upon the expiration of the term of board member Sandra Cason, the Board of22
30		-	Commissioners of Chatham County shall appoint a member of the authority from a23
31		-	list of nominees made by the Savannah Area Chamber of Commerce.24
32		-	(ii) Upon the expiration of the term of board member Bob Fritz, the Board of25
33		-	Commissioners of Chatham County shall appoint a member of the authority.26
34		-	(iii) Upon the expiration of the term of any other member of the authority serving on27
35		-	June 30, 2025, such board membership shall be abolished. 28
36		-	(3)(A) Except as provided for in subparagraph (A) of paragraph (2) of this subsection,29
37		-	members of the authority appointed by the legislative delegation shall serve two-year30
38		-	terms of office and until their successors are appointed and qualified; provided,31
39		-	however, that of the initial seven members appointed by the legislative delegation32
40		-	pursuant to this subsection, the legislative delegation shall designate three of the initial33
41		-	seven members to serve an initial term of one year and until their successors are34
42		-	appointed and qualified.35
43		-	(B) Members of the authority appointed by the Board of Commissioners of Chatham36
44		-	County pursuant to divisions (2)(B)(i) and (2)(B)(ii) of this subsection shall serve37
45		-	four-year terms of office and until their successors are appointed and qualified;38
46		-	provided, however, that the initial member appointed pursuant to division (2)(B)(ii) of39
47		-	this subsection shall be appointed to an initial term of office of three years and until his40
48		-	or her successor is appointed and qualified.41

51		-	(4) For the purposes of this subsection, the Chatham County legislative delegation shall42
52		-	be composed of all senators and representatives in the General Assembly whose districts43
53		-	are wholly or partially in Chatham County."44
54		-	"(h) A quorum of the authority shall be a majority of the board members authorized by this45
55		-	Act. No vacancy on the authority shall impair the right of the quorum to exercise all of the46
56		-	rights and perform all the duties of the authority."47
57		-	SECTION 2.48
58		-	This Act shall become effective on July 1, 2025.49
59		-	SECTION 3.50
60		-	All laws and parts of laws in conflict with this Act are repealed.51

	28	+	"(b)(1) The authority membership in office on June 30, 2025, shall vacate their offices,11
	29	+	and such offices shall be abolished as of that date.12
	30	+	(2) On July 1, 2025, the authority shall be governed by a new board that shall consist of13
	31	+	nine members. Seven members of the authority shall be appointed by the Chatham14
	32	+	County legislative delegation, and two members of the authority shall be appointed by15
	33	+	the Board of Commissioners of Chatham County. One of the members of the authority16

	36	+	appointed by the Board of Commissioners of Chatham County shall be from a list of
	37	+	17
	38	+	nominations made by the Savannah Area Chamber of Commerce.18
	39	+	(3)(A) Members of the authority appointed by the legislative delegation shall serve19

	47	+	commerce's nomination list shall be appointed to an initial term of office of three years27
	48	+	and until his or her successor is appointed and qualified.28
	49	+	(3) The board established pursuant to paragraph (2) of this subsection shall in all matters29
	50	+	be the successor to the authority membership abolished in paragraph (1) of this30
	51	+	subsection.31
	52	+	(4) For the purposes of this subsection, the Chatham County legislative delegation shall32
	53	+	be composed of all senators and representatives in the General Assembly whose districts33
	54	+	are wholly or partially in Chatham County."34
	55	+	"(h) Five members of the authority shall constitute a quorum. No vacancy on the authority35
	56	+	shall impair the right of the quorum to exercise all of the rights and perform all the duties36
	57	+	of the authority."37
	58	+	SECTION 2.38
	59	+	This Act shall become effective on June 30, 2025.39
