1616 Recognizing January 28, 2025, as Georgia Limb Loss and Limb Difference Awareness Day

1919 WHEREAS, movement is medicine, and physical activity is a right, not a privilege; and3
2020 WHEREAS, the benefits of physical activity on health and well-being cannot be overstated;4

2222 WHEREAS, millions of children and adults in the United States with limb loss, limb6
2323 difference, and mobility impairments are unable to afford and access life-changing prosthetic7
2424 and orthotic devices due to inadequate insurance coverage; and8
2525 WHEREAS, over 18,000 Georgians lose a limb each year, and over 200,000 Georgians live9
2626 with limb loss, limb difference, and mobility impairments; and10
2727 WHEREAS, limb loss, limb difference, and mobility impairments affect people of all ages,11
2828 income levels, and backgrounds; and12

3131 WHEREAS, diabetes, peripheral vascular disease, infections, cancer, and trauma are cited

3333 as the leading causes of amputation; and14
3434 WHEREAS, addressing the needs of individuals with limb loss, limb difference, and15
3535 mobility impairments requires comprehensive healthcare coverage, access to affordable16
3636 orthotic and prosthetic assistive devices, rehabilitative services, and support systems; and17
3737 WHEREAS, prosthetic and orthotic clinical care is considered a habilitative or rehabilitative18
3838 health benefit for the purposes of any state or federal requirements for coverage of essential19
3939 health benefits; and20
4040 WHEREAS, access to appropriate prosthetic and orthotic care for people living with limb21
4141 loss, limb difference, and mobility impairments is medically necessary and vital to enable22
4242 individuals to reach their full potential, live independently, and live well, including coverage23
4343 of prostheses and orthoses for the activities of daily living; essential job-related activities;24
4444 personal hygiene-related activities such as showering, bathing, and toileting; and physical25
4545 activities such as running, biking, swimming, and strength training to maximize whole-body26
4646 health and both upper and lower limb function.27
4747 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that28
4848 the members of this body recognize January 28, 2025, as Georgia Limb Loss and Limb29
4949 Difference Awareness Day at the state capitol to honor Georgia residents with limb loss and30
5050 limb difference and their consummate advocacy for inclusive medical policy coverage. 31
5151 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized32
5252 and directed to make appropriate copies of this resolution available for distribution to the33
5353 public and the press.34
