| 19 | 19 | | WHEREAS, the practice of medicine, embodied in the clinical encounter between a patient3 |

| 20 | 20 | | and a physician, is fundamentally a moral activity arising from the imperative to care for4 |
|---|
| 21 | 21 | | patients and alleviate suffering; and5 |
|---|
| 22 | 22 | | WHEREAS, the relationship between a patient and a physician is based on trust, giving rise6 |

| 23 | 23 | | to physicians' ethical responsibility to place patients' welfare above their own self-interest7 |

| 24 | 24 | | or obligations to others, to use sound medical judgment on behalf of their patients, and to8 |

| 26 | 26 | | WHEREAS, as of 2023, there are 27,750 physicians in Georgia who are trusted leaders with10 |
