1515 A RESOLUTION
1616 Creating the House Study Committee on the Use of Local Fees to Support Affordable

1818 Housing; and for other purposes.2
1919 WHEREAS, ensuring that citizens of Georgia have access to affordable housing is of vital3
2020 importance and serves a paramount public purpose; and4
2121 WHEREAS, pursuant to Article IX, Section II, Paragraph III(a)(8) of the Georgia5
2222 Constitution, local governments have the power to provide public housing services, which6
2323 may include, without limitation, programs and services designed to increase access to7
2424 affordable housing; and8
2525 WHEREAS, establishing affordable housing assistance programs in the state will increase9
2626 Georgians' access to affordable housing and provide substantial benefit to the state and local10
2727 governments by alleviating burdens on other state and local programs that provide housing11
2828 and other essential services to low-income and very low-income persons; and12
2929 WHEREAS, it would be beneficial to the State of Georgia to conduct a study to analyze and13
3030 recommend changes to local fees so as to better support affordable housing initiatives.14

3333 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:

3535 (1) Creation of House study committee. There is created the House Study Committee16
3636 on the Use of Local Fees to Support Affordable Housing.17
3737 (2) Members and officers. The committee shall be composed of five members of the18
3838 House of Representatives to be appointed by the Speaker of the House of19
3939 Representatives. The Speaker shall designate a member of the committee as chairperson20
4040 of the committee.21
4141 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,22
4242 issues, and problems mentioned above or related thereto and recommend any action or23
4343 legislation which the committee deems necessary or appropriate.24
4444 (4) Meetings. The chairperson shall call all meetings of the committee. The committee25
4545 may conduct such meetings at such places and at such times as it may deem necessary or26
4646 convenient to enable it to exercise fully and effectively its powers, perform its duties, and27
4747 accomplish the objectives and purposes of this resolution; provided, however, that the28
4848 committee may meet a maximum of five times unless the chairperson, in his or her29
4949 discretion, determines that additional meetings are necessary.30
5050 (5) Allowances and funding. The legislative members of the committee shall receive31
5151 the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia32
5252 Annotated. The allowances authorized by this resolution shall not be received by any33
5353 member of the committee for more than five days unless additional days are authorized. 34
5454 Funds necessary to carry out the provisions of this resolution shall come from funds35
5555 appropriated to the House of Representatives.36
5656 (6) Report.37
5757 (A) In the event the committee adopts any specific findings or recommendations that38
5858 include suggestions for proposed legislation, the chairperson shall file a report of the39
5959 same prior to the date of abolishment specified in this resolution, subject to40
6060 subparagraph (C) of this paragraph.41

6363 (B) In the event the committee adopts a report that does not include suggestions for

6565 proposed legislation, the chairperson shall file the report subject to subparagraph (C)43
6666 of this paragraph.44
6767 (C) No report shall be filed unless the same has been approved prior to the date of45
6868 abolishment specified in this resolution by majority vote of a quorum of the committee.46
6969 A report so approved shall be signed by the chairperson of the committee and filed with47
7070 the Clerk of the House of Representatives.48
7171 (D) In the absence of an approved report, the chairperson may file with the Clerk of the49
7272 House of Representatives a copy of the minutes of the meetings of the committee in lieu50
7373 thereof.51
7474 (7) Abolishment. The committee shall stand abolished on December 1, 2025.52
