19 | 19 | | WHEREAS, ensuring that citizens of Georgia have access to affordable housing is of vital3 |
---|
20 | 20 | | importance and serves a paramount public purpose; and4 |
---|
21 | 21 | | WHEREAS, pursuant to Article IX, Section II, Paragraph III(a)(8) of the Georgia5 |
---|
22 | 22 | | Constitution, local governments have the power to provide public housing services, which6 |
---|
23 | 23 | | may include, without limitation, programs and services designed to increase access to7 |
---|
24 | 24 | | affordable housing; and8 |
---|
25 | 25 | | WHEREAS, establishing affordable housing assistance programs in the state will increase9 |
---|
26 | 26 | | Georgians' access to affordable housing and provide substantial benefit to the state and local10 |
---|
27 | 27 | | governments by alleviating burdens on other state and local programs that provide housing11 |
---|
28 | 28 | | and other essential services to low-income and very low-income persons; and12 |
---|
29 | 29 | | WHEREAS, it would be beneficial to the State of Georgia to conduct a study to analyze and13 |
---|
30 | 30 | | recommend changes to local fees so as to better support affordable housing initiatives.14 |

33 | 33 | | NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES: |

35 | 35 | | (1) Creation of House study committee. There is created the House Study Committee16 |
---|
36 | 36 | | on the Use of Local Fees to Support Affordable Housing.17 |
---|
37 | 37 | | (2) Members and officers. The committee shall be composed of five members of the18 |
---|
38 | 38 | | House of Representatives to be appointed by the Speaker of the House of19 |
---|
39 | 39 | | Representatives. The Speaker shall designate a member of the committee as chairperson20 |
---|
40 | 40 | | of the committee.21 |
---|
41 | 41 | | (3) Powers and duties. The committee shall undertake a study of the conditions, needs,22 |
---|
42 | 42 | | issues, and problems mentioned above or related thereto and recommend any action or23 |
---|
43 | 43 | | legislation which the committee deems necessary or appropriate.24 |
---|
44 | 44 | | (4) Meetings. The chairperson shall call all meetings of the committee. The committee25 |
---|
45 | 45 | | may conduct such meetings at such places and at such times as it may deem necessary or26 |
---|
46 | 46 | | convenient to enable it to exercise fully and effectively its powers, perform its duties, and27 |
---|
47 | 47 | | accomplish the objectives and purposes of this resolution; provided, however, that the28 |
---|
48 | 48 | | committee may meet a maximum of five times unless the chairperson, in his or her29 |
---|
49 | 49 | | discretion, determines that additional meetings are necessary.30 |
---|
50 | 50 | | (5) Allowances and funding. The legislative members of the committee shall receive31 |
---|
51 | 51 | | the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia32 |
---|
52 | 52 | | Annotated. The allowances authorized by this resolution shall not be received by any33 |
---|
53 | 53 | | member of the committee for more than five days unless additional days are authorized. 34 |
---|
54 | 54 | | Funds necessary to carry out the provisions of this resolution shall come from funds35 |
---|
55 | 55 | | appropriated to the House of Representatives.36 |
---|
56 | 56 | | (6) Report.37 |
---|
57 | 57 | | (A) In the event the committee adopts any specific findings or recommendations that38 |
---|
58 | 58 | | include suggestions for proposed legislation, the chairperson shall file a report of the39 |
---|
59 | 59 | | same prior to the date of abolishment specified in this resolution, subject to40 |
---|
60 | 60 | | subparagraph (C) of this paragraph.41 |

63 | 63 | | (B) In the event the committee adopts a report that does not include suggestions for |
---|

65 | 65 | | proposed legislation, the chairperson shall file the report subject to subparagraph (C)43 |

66 | 66 | | of this paragraph.44 |
---|
67 | 67 | | (C) No report shall be filed unless the same has been approved prior to the date of45 |

68 | 68 | | abolishment specified in this resolution by majority vote of a quorum of the committee.46 |
---|
69 | 69 | | A report so approved shall be signed by the chairperson of the committee and filed with47 |
---|
70 | 70 | | the Clerk of the House of Representatives.48 |
---|
71 | 71 | | (D) In the absence of an approved report, the chairperson may file with the Clerk of the49 |
---|
72 | 72 | | House of Representatives a copy of the minutes of the meetings of the committee in lieu50 |
---|
73 | 73 | | thereof.51 |
---|
74 | 74 | | (7) Abolishment. The committee shall stand abolished on December 1, 2025.52 |
