1616 Commending the Georgia Chapter of National Organization of Black Law Enforcement

2020 WHEREAS, the National Organization of Black Law Enforcement Executives (NOBLE) Inc.4
2121 is a not-for-profit public service organization that was founded in September 1976 when 605
2222 top-ranking Black law enforcement executives representing 24 states and 55 major cities met6
2323 in Washington, D.C., and recognized that Black law enforcement executives could have a7
2424 significant impact on the criminal justice system through a unified voice; and8
2525 WHEREAS, one of the national founding members, Atlanta Public Safety Director George9
2626 Napper, was the impetus behind the formation of the Georgia Chapter in 1984; and10
2727 WHEREAS, the Georgia Chapter of NOBLE was created in 1984 by NOBLE members from11
2828 across the State of Georgia to organize their collective efforts and to advance the goals and12
2929 objectives of the organization; since then, the chapter has played an active role in promoting13
3030 positive relationships between communities and criminal justice agencies; and14

3333 WHEREAS, the Georgia Chapter of NOBLE has provided exceptional opportunities for

3535 executive leadership training and mentorship for aspiring leaders for over three decades; and16
3636 WHEREAS, the Georgia Chapter of NOBLE holds the distinction of having elected nine17
3737 national presidents from its ranks: Atlanta Public Safety Director George Napper, Georgia18
3838 Bureau of Investigation Inspector Moses Ector, Fulton County Police Department Chief19
3939 Louis Graham, Fulton County Sheriff Jackie Barrett, Atlanta Police Department Chief20
4040 Richard Pennington, DeKalb County Director of Public Safety Dr. Cedric Alexander,21
4141 Clayton County Schools Police Department Chief Clarence E. Cox III, Atlanta Police22
4242 Department Deputy Chief Cerelyn Davis, and Atlanta Police Department Chief Rodney23
4343 Bryant; and24
4444 WHEREAS, the Georgia Chapter of NOBLE holds the distinction of having elected Fulton25
4545 County Sheriff Jackie Barrett as the first woman national president, who is also recognized26
4646 as the first African American woman elected to the office of sheriff in the United States; and27
4747 WHEREAS, in 2022, the Georgia Chapter of NOBLE elected its first woman president in28
4848 its storied history, Georgia Bureau of Investigation Deputy Director Natalie Ammons; and29
4949 WHEREAS, the Georgia Chapter of NOBLE is committed to building positive community30
5050 partnerships and promoting progressive policy positions that protect citizen's rights and31
5151 enhance the effectiveness of the criminal justice system; and32
5252 WHEREAS, the current agenda of the Georgia Chapter of NOBLE is governed by its guiding33
5353 principles of respect, uncompromising integrity, courage of convictions, accountability,34
5454 community, the value of diversity, and mentorship; and35

5757 WHEREAS, it is decidedly fitting and proper to recognize this exemplary organization in

5959 that it has upheld its mission to ensure equity in the administration of justice, in the provision37
6060 of public service to all communities, and to serve as the conscience of law enforcement by38
6161 being committed to justice by action.39
6262 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that40
6363 the members of this body commend the Georgia Chapter of National Organization of Black41
6464 Law Enforcement Executives (NOBLE) for its 48 years of service and recognize March 7,42
6565 2025, as the Georgia Chapter of NOBLE Day at the state capitol.43
6666 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized44
6767 and directed to make an appropriate copy of this resolution available for distribution to the45
6868 Georgia Chapter of National Organization of Black Law Enforcement Executives.46
