1616 Applying to the United States Congress to call a convention under Article V of the

1818 Constitution of the United States limited to proposing an amendment to the Constitution of2
1919 the United States to set a limit on the number of terms that a person may be elected as a3
2020 member of the United States House of Representatives and to set a limit on the number of4
2121 terms that a person may be elected as a member of the United States Senate; and for other5
2222 purposes.6
2323 WHEREAS, Article V of the Constitution of the United States requires Congress to call a7
2424 convention limited to proposing amendments to the Constitution upon application of8
2525 two-thirds of the states; and9
2626 WHEREAS, limiting the terms of members of the United States House of Representatives10
2727 and United States Senate would be in the most immediate and best interest of the citizens of11
2828 the nation.12
2929 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF13
3030 GEORGIA that this body does hereby apply to the United States Congress to call a14
3131 convention pursuant to Article V of the Constitution of the United States for the sole and15
3232 express purpose of proposing an amendment to the Constitution of the United States to set16

3535 a limit on the number of terms that a person may be elected as a member of the United States

3737 House of Representatives and to set a limit on the number of terms that a person may be18
3838 elected as a member of the United States Senate.19
3939 BE IT FURTHER RESOLVED that this application shall be considered as covering the same20
4040 subject matter as the applications from other states to Congress to call a convention to set a21
4141 limit on the number of terms that a person may be elected to the House of Representatives22
4242 of the United States and the Senate of the United States; and this application shall be23
4343 aggregated with those of other states for the purpose of attaining the two-thirds of states24
4444 necessary to require Congress to call a limited convention on this subject, but shall not be25
4545 aggregated with any other applications on any other subject.26
4646 BE IT FURTHER RESOLVED that the General Assembly of Georgia insists that the27
4747 convention be solely limited to strict consideration of the subject matter contained in this28
4848 resolution and that the United States Congress enact a severe criminal penalty for persons29
4949 who violate the finite scope of the call.30
5050 BE IT FURTHER RESOLVED that this application constitutes a continuing application in31
5151 accordance with Article V of the Constitution of the United States of America until the32
5252 legislatures of at least two-thirds of the several states have made applications on the same33
5353 subject.34
5454 BE IT FURTHER RESOLVED that the Speaker of the House of Representatives is35
5555 authorized and directed to make appropriate copies of this resolution available for36
5656 distribution to the President and Secretary of the Senate of the United States; to the Speaker,37
5757 Clerk, and Judiciary Committee Chairperson of the House of Representatives of the United38
