1616 Encouraging the United States Congress to adopt legislation requiring the United States

1818 Department of Agriculture to modify eligibility requirements for the Supplemental Nutrition2
1919 Assistance Program (SNAP) for students enrolled in institutions of higher education; and for3
2020 other purposes.4
2121 WHEREAS, under existing federal regulations, students enrolled in institutions of higher5
2222 education are ineligible for SNAP benefits unless they qualify for certain exemptions; and6
2323 WHEREAS, one such exemption is that a student must be employed for at least 20 hours per7
2424 week and paid for such employment; and8
2525 WHEREAS, many students are often involved in unpaid work and other activities that are9
2626 similar to employment; and10
2727 WHEREAS, students engaged in such unpaid work and other activities are meaningfully11
2828 contributing to their campus communities and should have the same eligibility for SNAP12
2929 benefits as students engaged in paid employment.13

3232 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that

3434 the members of this body encourage the United States Congress to adopt legislation requiring15
3535 the United States Department of Agriculture to modify SNAP eligibility criteria for students16
3636 so that the following would count toward the employment exemption, regardless of whether17
3737 a student was paid:18
3838 (1) Work done as part of a research assistantship;19
3939 (2) Work done by teaching assistants;20
4040 (3) Work with student organizations, including work done by officers of such21
4141 organizations;22
4242 (4) Volunteer and community service hours; and23
4343 (5) Work done by student ambassadors.24
4444 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized25
4545 and directed to make appropriate copies of this resolution available for distribution to the26
4646 United States Congress.27
