1616 Honoring several cities upon their designation as Georgia PlanFirst communities; and for

1818 other purposes.2
1919 WHEREAS, the year 2025 marks the 35th anniversary of the implementation of the Georgia3
2020 Planning Act, which established that the State of Georgia must maintain an essential public4
2121 interest in protecting and preserving the natural resources, the environment, and the vital5
2222 areas of the state as well as serve these interests through coordinated and comprehensive6
2323 planning by all local governments; and7
2424 WHEREAS, local governments throughout our state have undertaken the tasks necessary to8
2525 implement comprehensive plans to protect and enhance the quality of life within their9
2626 respective communities; and10
2727 WHEREAS, the State of Georgia recognizes the important role communities play in11
2828 fostering the state's role as an attractive, inclusive place to invest, conduct business, learn,12
2929 live, engage in recreation, and raise a family; moreover, planning helps to create a13
3030 sustainable environment of predictability for economic development, property owners, and14
3131 all Georgians; and15

3434 WHEREAS, it is the wish of this legislative body to recognize and honor those communities

3636 that have dedicated their purposeful work to establishing a vision for their future growth and17
3737 development and have taken the steps necessary to set a path needed to achieve this vision;18

3939 WHEREAS, the Georgia Department of Community Affairs acknowledges the importance20
4040 of coordinated and comprehensive planning to the state; therefore, the PlanFirst program has21
4141 been created to recognize those communities in Georgia that have shown an exemplary22
4242 history of comprehensive plan development and implementation; and23
4343 WHEREAS, this legislative body is justly proud to honor the City of Acworth, the City of24
4444 Alma, the City of Augusta, the City of Camilla, the City of Griffin, the City of Monroe, the25
4545 City of Toccoa, and the City of Warner Robins for their outstanding and commendable26
4646 community planning efforts and accomplishments, which hereby designate them as Georgia27
4747 PlanFirst communities; and28
4848 WHEREAS, it is the sense of this legislative body that those local governments that enhance29
4949 the well-being and vitality of their communities and have shown a long and sustained30
5050 commitment to excellence in planning and plan implementation certainly have earned the31
5151 recognition and applause of all the citizens of this great state.32
5252 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that33
5353 the members of this body honor the City of Acworth, the City of Alma, the City of Augusta,34
5454 the City of Camilla, the City of Griffin, the City of Monroe, the City of Toccoa, and the City35
5555 of Warner Robins for their many community planning accomplishments in conjunction with36
5656 the 35th anniversary of the Georgia Planning Act.37

5959 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized

6161 and directed to make appropriate copies of this resolution available for distribution to the39
