16	16	Honoring several cities upon their designation as Georgia PlanFirst communities; and for

18	18	other purposes.2
19	19	WHEREAS, the year 2025 marks the 35th anniversary of the implementation of the Georgia3
20	20	Planning Act, which established that the State of Georgia must maintain an essential public4
21	21	interest in protecting and preserving the natural resources, the environment, and the vital5
22	22	areas of the state as well as serve these interests through coordinated and comprehensive6
23	23	planning by all local governments; and7
24	24	WHEREAS, local governments throughout our state have undertaken the tasks necessary to8
25	25	implement comprehensive plans to protect and enhance the quality of life within their9
26	26	respective communities; and10
27	27	WHEREAS, the State of Georgia recognizes the important role communities play in11
28	28	fostering the state's role as an attractive, inclusive place to invest, conduct business, learn,12
29	29	live, engage in recreation, and raise a family; moreover, planning helps to create a13
30	30	sustainable environment of predictability for economic development, property owners, and14
31	31	all Georgians; and15

34	34	WHEREAS, it is the wish of this legislative body to recognize and honor those communities
35	35	16
36	36	that have dedicated their purposeful work to establishing a vision for their future growth and17
37	37	development and have taken the steps necessary to set a path needed to achieve this vision;18

39	39	WHEREAS, the Georgia Department of Community Affairs acknowledges the importance20
40	40	of coordinated and comprehensive planning to the state; therefore, the PlanFirst program has21
41	41	been created to recognize those communities in Georgia that have shown an exemplary22
42	42	history of comprehensive plan development and implementation; and23
43	43	WHEREAS, this legislative body is justly proud to honor the City of Acworth, the City of24
44	44	Alma, the City of Augusta, the City of Camilla, the City of Griffin, the City of Monroe, the25
45	45	City of Toccoa, and the City of Warner Robins for their outstanding and commendable26
46	46	community planning efforts and accomplishments, which hereby designate them as Georgia27
47	47	PlanFirst communities; and28
48	48	WHEREAS, it is the sense of this legislative body that those local governments that enhance29
49	49	the well-being and vitality of their communities and have shown a long and sustained30
50	50	commitment to excellence in planning and plan implementation certainly have earned the31
51	51	recognition and applause of all the citizens of this great state.32
52	52	NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that33
53	53	the members of this body honor the City of Acworth, the City of Alma, the City of Augusta,34
54	54	the City of Camilla, the City of Griffin, the City of Monroe, the City of Toccoa, and the City35
55	55	of Warner Robins for their many community planning accomplishments in conjunction with36
56	56	the 35th anniversary of the Georgia Planning Act.37

59	59	BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized

61	61	and directed to make appropriate copies of this resolution available for distribution to the39
