44 Creating the House Study Committee on Georgia's Investment Funds; and for other purposes.1
55 WHEREAS, Georgia has been named the best place to do business for several years in a row;2
66 and3
77 WHEREAS, the leadership of this state is striving to make Georgia one of the top investment4
88 capitals of the world; and5
99 WHEREAS, Georgia has a thriving business community that seeks to attract more6
1010 investment capital and examine conditions for potential enhancement of growth capital7
1111 investments; and8
1212 WHEREAS, in 2013, the General Assembly created the Invest Georgia fund to increase the9
1313 amount of investment available to early stages of business.10
1414 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:11
1515 (1) Creation of House study committee. There is created the House Study Committee12
1616 on Georgia's Investment Funds.13

1819 (2) Members and officers. The committee shall be composed of five members of the14
1920 House of Representatives. The members shall be appointed by the Speaker of the House15
2021 of Representatives. Two members shall be appointed from the Minority Caucus. The16
2122 Speaker shall designate a member of the committee as chairperson of the committee.17
2223 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,18
2324 issues, and problems mentioned above or related thereto and recommend any action or19
2425 legislation which the committee deems necessary or appropriate.20
2526 (4) Meetings. The chairperson shall call all meetings of the committee. The committee21
2627 may conduct such meetings at such places and at such times as it may deem necessary or22
2728 convenient to enable it to exercise fully and effectively its powers, perform its duties, and23
2829 accomplish the objectives and purposes of this resolution.24
2930 (5) Allowances and funding. The legislative members of the committee shall receive25
3031 the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia26
3132 Annotated. The allowances authorized by this resolution shall not be received by any27
32-member of the committee for more than three days unless additional days are authorized.28

3334 Funds necessary to carry out the provisions of this resolution shall come from funds29
3435 appropriated to the House of Representatives.30
3536 (6) Report.31
3637 (A) In the event the committee adopts any specific findings or recommendations that32
3738 include suggestions for proposed legislation, the chairperson shall file a report of the33
3839 same prior to the date of abolishment specified in this resolution, subject to34
3940 subparagraph (C) of this paragraph.35
4041 (B) In the event the committee adopts a report that does not include suggestions for36
4142 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)37
4243 of this paragraph.38
4344 (C) No report shall be filed unless the same has been approved prior to the date of39
4445 abolishment specified in this resolution by majority vote of a quorum of the committee.40

4648 A report so approved shall be signed by the chairperson of the committee and filed with41
4749 the Clerk of the House of Representatives.42
4850 (D) In the absence of an approved report, the chairperson may file with the Clerk of the43
4951 House of Representatives a copy of the minutes of the meetings of the committee in lieu44
5052 thereof.45
5153 (E) The report shall be filed with the Clerk of the House of Representatives by January46
5254 14, 2026.47
5355 (7) Abolishment. The committee shall stand abolished on December 31, 2025.48
