| 5 | 5 | | WHEREAS, Georgia has been named the best place to do business for several years in a row;2 |
|---|

| 7 | 7 | | WHEREAS, the leadership of this state is striving to make Georgia one of the top investment4 |
|---|
| 8 | 8 | | capitals of the world; and5 |
|---|
| 9 | 9 | | WHEREAS, Georgia has a thriving business community that seeks to attract more6 |
|---|
| 10 | 10 | | investment capital and examine conditions for potential enhancement of growth capital7 |
|---|
| 11 | 11 | | investments; and8 |
|---|
| 12 | 12 | | WHEREAS, in 2013, the General Assembly created the Invest Georgia fund to increase the9 |
|---|
| 13 | 13 | | amount of investment available to early stages of business.10 |
|---|
| 14 | 14 | | NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:11 |

| 15 | 15 | | (1) Creation of House study committee. There is created the House Study Committee12 |
|---|
| 16 | 16 | | on Georgia's Investment Funds.13 |
|---|
| 18 | 19 | | (2) Members and officers. The committee shall be composed of five members of the14 |
|---|
| 19 | 20 | | House of Representatives. The members shall be appointed by the Speaker of the House15 |
|---|
| 20 | 21 | | of Representatives. Two members shall be appointed from the Minority Caucus. The16 |
|---|
| 21 | 22 | | Speaker shall designate a member of the committee as chairperson of the committee.17 |
|---|
| 22 | 23 | | (3) Powers and duties. The committee shall undertake a study of the conditions, needs,18 |
|---|
| 23 | 24 | | issues, and problems mentioned above or related thereto and recommend any action or19 |
|---|
| 24 | 25 | | legislation which the committee deems necessary or appropriate.20 |
|---|
| 25 | 26 | | (4) Meetings. The chairperson shall call all meetings of the committee. The committee21 |
|---|
| 26 | 27 | | may conduct such meetings at such places and at such times as it may deem necessary or22 |
|---|
| 27 | 28 | | convenient to enable it to exercise fully and effectively its powers, perform its duties, and23 |
|---|
| 28 | 29 | | accomplish the objectives and purposes of this resolution.24 |

| 29 | 30 | | (5) Allowances and funding. The legislative members of the committee shall receive25 |
|---|
| 30 | 31 | | the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia26 |
|---|
| 31 | 32 | | Annotated. The allowances authorized by this resolution shall not be received by any27 |
|---|
| 33 | 34 | | Funds necessary to carry out the provisions of this resolution shall come from funds29 |
|---|
| 34 | 35 | | appropriated to the House of Representatives.30 |
|---|
| 35 | 36 | | (6) Report.31 |
|---|
| 36 | 37 | | (A) In the event the committee adopts any specific findings or recommendations that32 |
|---|
| 37 | 38 | | include suggestions for proposed legislation, the chairperson shall file a report of the33 |
|---|
| 38 | 39 | | same prior to the date of abolishment specified in this resolution, subject to34 |
|---|
| 39 | 40 | | subparagraph (C) of this paragraph.35 |
|---|
| 40 | 41 | | (B) In the event the committee adopts a report that does not include suggestions for36 |
|---|
| 41 | 42 | | proposed legislation, the chairperson shall file the report, subject to subparagraph (C)37 |
|---|
| 42 | 43 | | of this paragraph.38 |
|---|
| 43 | 44 | | (C) No report shall be filed unless the same has been approved prior to the date of39 |
|---|
| 44 | 45 | | abolishment specified in this resolution by majority vote of a quorum of the committee.40 |
