25 HR 7/AP House Resolution 7 (AS PASSED HOUSE AND SENATE) By: Representative Campbell of the 171 st A RESOLUTION Dedicating certain portions of the state highway system; and for other purposes. 1 PART I2 WHEREAS, Mr. George C. Trulock, Jr., was born in Whigham, Georgia, on July 28, 1952,3 the beloved son of George C. Trulock, Sr., and Dee Trulock; and4 WHEREAS, he was devoted to his hometown and was elected to the Whigham City Council5 at the age of 22 and served many terms on the council before being elected mayor; and6 WHEREAS, Mr. Trulock was a sergeant with the Cairo Police Department and was highly7 regarded by the citizens of his community and state and by local government officials as a8 person of unquestioned integrity and dedication to the sound principles of law enforcement;9 and10 WHEREAS, Mr. Trulock was an expert gunsmith and developed a system that allowed fixed11 choke guns to be converted to accept screw-in chokes which came to be known as12 Tru-Choke; and13 H. R. 7 - 1 - 25 HR 7/AP WHEREAS, he grew his business producing the Tru-Choke from a shop in his home to a 14 company with numerous employees producing Trulock Choke Tubes with sales across the15 country; and16 WHEREAS, Mr. Trulock exhibited extraordinary devotion to public service, outstanding17 loyalty, fine leadership, and meticulous attention to detail in all of his duties, and it is18 abundantly fitting and proper that this remarkable and distinguished Georgian be recognized19 appropriately by dedicating a road in his memory.20 PART II21 WHEREAS, the arc of a community's history is on rare occasions benefited by the public22 service of truly great men; and23 WHEREAS, when these exceptional public servants intersect the arc of a community's life,24 it is appropriate and just that we recognize and memorialize the profound impact of these rare25 and treasured souls; and26 WHEREAS, for the State of Georgia, and especially Madison County, Mr. R. George27 Strickland, Jr., is one such rare and treasured soul, who led a life of successful business28 achievement and devoted public service to his local community and the State of Georgia; and29 WHEREAS, Mr. George was born on September 26, 1945, to Robert G. Strickland, Sr., and30 Mae Ruth Echols Strickland; and31 WHEREAS, other than the time he spent pursuing his education and serving his country in32 the military, Mr. George lived his entire life in Danielsville, Georgia, and learned from his33 parents very early in life the value of hard work and integrity; and34 H. R. 7 - 2 - 25 HR 7/AP WHEREAS, Mr. George attended Madison County High School, where he distinguished 35 himself as a member of FFA, a member of 4-H, and captain of the football team, and where36 he was named a Student Superlative for being Most Athletic; and37 WHEREAS, Mr. George graduated from Madison County High School in 1963 and then38 continued his studies, first at West Georgia College and then at the University of Georgia;39 and40 WHEREAS, Mr. George graduated from the University of Georgia in 1968 with a Bachelor41 of Science in Agriculture; and42 WHEREAS, while at UGA, Mr. George joined the U.S. Army Reserves, in which he served43 for six years; and44 WHEREAS, after graduating from UGA, Mr. George worked for the Federal Land Bank45 Association; and46 WHEREAS, after three years with the Federal Land Bank, Mr. George struck out to chart his47 own path in what would be a lifetime of distinguished achievement in business and48 community service; and49 WHEREAS, fortunately for the State of Georgia and Madison County, Mr. George decided50 to make his mark as a resident of Madison County; and51 WHEREAS, Mr. George's accomplishments in the business world are too numerous to52 mention, but among his more notable achievements, he founded Madison County Hardware53 and co-founded Georgia Metals with his son, Robert George "Tripp" Strickland, III; and54 H. R. 7 - 3 - 25 HR 7/AP WHEREAS, Mr. George and Tripp also operated Royston Rentals and the Ace Hardware 55 Stores in Colbert and Crawford; and56 WHEREAS, Mr. George served his community as a member of the Danielsville City Council57 for eight years (where he served as Mayor Pro Tem for four years), the Madison County Tax58 Equalization Board, and the Madison County Board of Education, where he served for59 12 years; and60 WHEREAS, Mr. George was also an integral part of the civic community in Madison61 County; and62 WHEREAS, Mr. George served on the board of directors of the Madison County Chamber63 of Commerce, was the charter president of the Madison County Jaycees, and was the charter64 president of the Madison County Cattlemen's Association; and65 WHEREAS, due in part to his great concern for the youth of his community, he served as an66 Assistant Scout Master and coached recreational league sports for many years; and67 WHEREAS, Mr. George also received numerous honors and awards for his selfless devotion68 to his community; and69 WHEREAS, in recognition of a lifetime of successful entrepreneurship and dedicated service70 to his community, he was named Northeast Georgia Businessman of the Year in 2000, and71 the Madison County Chamber of Commerce recognized Mr. George with its Lifetime72 Achievement Award in 2021; and73 H. R. 7 - 4 - 25 HR 7/AP WHEREAS, Mr. George was a member of Leadership Georgia's Class of 1977 and Master 74 of the John H. Jones Masonic Lodge; and75 WHEREAS, Mr. George loved the Lord and, as a testament of his profound faith, was a76 dedicated member of Moon's Grove Baptist Church, where he served as an ordained deacon,77 and was a member of Gideon's International; and78 WHEREAS, while he was making his mark in business as young man, Mr. George met the79 love of his life, Autumn Farmer Strickland, and they were married on June 27, 1976; and80 WHEREAS, Mr. George and Autumn were blessed with two children, Robert George81 "Tripp" Strickland, III, and Amanda Strickland; a daughter-in-law, Carlton (married to82 Tripp); and three grandchildren - Emily Strickland, Robert G. Strickland, IV, and Henry83 Strickland; and84 WHEREAS, despite a distinguished career and a great love of the Lord, his farm, and his85 community, Mr. George's greatest joy was his family; and86 WHEREAS, Mr. George's earthly life journey ended on April 13, 2024, surrounded by his87 family; and88 WHEREAS, Mr. George was a true gentleman to all he met and will be greatly missed; and89 WHEREAS, such a distinguished business career and steadfast devotion to public service has90 been of immense benefit to the State of Georgia and Madison County; and91 H. R. 7 - 5 - 25 HR 7/AP WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished 92 Georgian be appropriately recognized by dedicating in his honor a bridge in his beloved93 Madison County.94 PART III95 WHEREAS, Dr. Gregory B. Levett, Sr., has long been recognized for his expertise as a96 mortician and funeral director and the compassionate role he has played during the most97 difficult time of a family's life; and98 WHEREAS, Dr. Levett and his wife, Betty, founded the world renowned Gregory B. Levett99 & Sons Funeral Homes & Crematory in 1980, growing the business to serve over 2,300100 families a year, employing 175 full and part-time employees, with four locations and an101 off-site crematory; and102 WHEREAS, Dr. Levett began mastering the art of funeral service at a young age after being103 introduced to the industry by his father, the late George W. Levett, Sr.; and104 WHEREAS, the Levett legacy of providing traditional, thoughtful, and dignified funeral105 services spans over four generations, with Dr. Levett passing on his knowledge and love of106 caring for others to his children, Gregory Bernard, Jr., T. Lanier, and Deana, who are all107 active in the daily operations of the business; and108 WHEREAS, his leadership and guidance have been instrumental to numerous organizations,109 including the National Funeral Directors and Morticians Association, Georgia Funeral110 Service Practitioners Association, DeKalb Chapter of the 100 Black Men of America, City111 of Decatur Public School Board Council, NAACP, Salem Gate Merchants Association,112 DeKalb Parks and Recreation Committee Board of Directors, Scottdale Planning Council,113 H. R. 7 - 6 - 25 HR 7/AP South DeKalb Business League, as well as the DeKalb Chamber of Commerce, Gwinnett 114 Chamber of Commerce, Rockdale Chamber of Commerce, and the Georgia Hispanic115 Chamber of Commerce; and116 WHEREAS, Dr. Levett has been recognized with numerous awards and honors, including117 a Lifetime Achievement Award from President Barack Obama for his volunteer services,118 Funeral Director of the Year from American Funeral Director Magazine in 2015, and the119 Robert H. Miller Funeral Director of the Year in 2023; and120 WHEREAS, the Levett family has donated over $2 million to institutions of higher learning,121 churches, hospitals, charities, and community organizations, with Emory Hillandale Hospital122 dedicating a reception area of the emergency department to honor Dr. Levett and his wife;123 and124 WHEREAS, it is abundantly fitting and proper that the extraordinary accomplishments of125 this distinguished Georgian be appropriately recognized by dedicating a road in his honor.126 PART IV127 WHEREAS, Mr. Johnny Floyd has long been recognized by the citizens of this state for the128 vital role that he has played in leadership and his deep personal commitment to the welfare129 of the citizens of Georgia; and130 WHEREAS, Mr. Floyd completed Forest Ranger School at the University of Florida, had a131 long career in forestry at the St. Regis Paper Company, and started a family timber business132 in Cordele, Georgia, in 1969 called Floyd Timber Company; and133 H. R. 7 - 7 - 25 HR 7/AP WHEREAS, he served as a member of the Georgia House of Representatives for 19 years, 134 representing the citizens of Crisp, Dooly, and Pulaski counties and parts of Houston County;135 served as vice chairman of the House Transportation Committee; and served as a member136 of the House Appropriations, Banks and Banking, and Motor Vehicles committees; and137 WHEREAS, upon completion of his service with the General Assembly, Mr. Floyd dedicated138 15 years to the State Transportation Board representing the constituents of Congressional139 District 2 which is the largest congressional district by land area and includes 29 counties;140 and141 WHEREAS, during his tenure with the State Transportation Board, Mr. Floyd has focused142 on economic development for rural Georgians, mobility for commuters in urban areas, and143 the development of freight routes for Georgia's ports and logistics industry; and144 WHEREAS, Mr. Floyd has previously held the roles of chairman, vice chairman, and145 secretary of the State Transportation Board; is currently a member of several board146 committees that help guide the direction of Georgia's transportation network, including the147 Statewide Transportation Planning/Strategic Planning, Administrative, and Legislative148 committees; and serves as chairman of the Intermodal committee; and149 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished150 Georgian be recognized appropriately by dedicating an interchange in his honor.151 PART V152 WHEREAS, Mr. Samuel Micah Moon was born in Austell, Georgia, on March 30, 2007, the153 beloved son of Beverly La Fleur and Shendi Moon; and154 H. R. 7 - 8 - 25 HR 7/AP WHEREAS, Mr. Moon was a STEM student at Lithia Springs High School, with an expected 155 graduation date of 2025; and156 WHEREAS, he had a passion for music and enjoyed spending time with his friends and157 family, hiking, and fishing; and158 WHEREAS, Mr. Moon's life was tragically cut short on March 4, 2023, when he was one159 of ten children shot at a sweet 16 birthday party in Douglas County; and160 WHEREAS, known for his amazing sense of humor and infectious smile, Mr. Moon will161 long be remembered for his love of family and friendship, and this loyal son and friend will162 be missed by all who had the great fortune of knowing him; and163 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished164 Georgian be recognized appropriately by dedicating an interchange in his memory.165 PART VI166 WHEREAS, Ms. Aj'anaye Hill was born in Philadelphia, Pennsylvania, on April 1, 2008, the167 beloved daughter of Chanell White and Louis Hill; and168 WHEREAS, Ms. Hill was a loved and talented student at Lithia Springs High School, with169 an expected graduation date of 2026; and170 WHEREAS, she had a passion for music and dancing and enjoyed making TikTok videos171 with her family and friends; and172 H. R. 7 - 9 - 25 HR 7/AP WHEREAS, Ms. Hill's life was tragically cut short on March 4, 2023, when she was one of 173 ten children shot at a sweet 16 birthday party in Douglas County; and174 WHEREAS, known for her outspoken and fearless nature, Ms. Hill will long be remembered175 for her love of family and friendship, and this loyal daughter and friend will be missed by all176 who had the great fortune of knowing her; and177 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished178 Georgian be recognized appropriately by dedicating an intersection in her memory.179 PART VII180 WHEREAS, all residents of Georgia rely on the men and women who put their personal181 safety on the line to keep communities safe from harm; and182 WHEREAS, peace officers in this state devote innumerable hours of their time, talents, and183 energy toward keeping criminals off the streets and uplifting their communities through their184 service; and185 WHEREAS, peace officers exhibit devotion to duty, outstanding loyalty, fine leadership, and186 meticulous attention to detail in their duties; and187 WHEREAS, fallen peace officers have given the ultimate sacrifice to this state and its188 citizens and deserve the utmost respect and condolences; and189 WHEREAS, it is abundantly fitting and proper that these remarkable and distinguished190 Georgians be recognized appropriately by dedicating a road in their memory.191 H. R. 7 - 10 - 25 HR 7/AP PART VIII 192 WHEREAS, our nation's security continues to rely on patriotic men and women who put193 their personal lives on hold in order to place themselves in harm's way to protect the194 freedoms that all United States citizens cherish; and195 WHEREAS, Trooper William Frederick Black, Jr., was a standout football player for Lanier196 High School, where he led the Poets to a state championship; and197 WHEREAS, he went on to study aeronautical engineering at Auburn University, where he198 played basketball and football; and199 WHEREAS, Trooper Black served as a guardian of this nation's freedom and liberty with the200 United States Army Reserves and graduated among the first class of troopers in Georgia,201 with a badge number of 8; and202 WHEREAS, while patrolling on Georgia Highway 41 near Ringgold, Georgia, Trooper203 Black's life was tragically cut short in the line of duty when he was shot during a traffic stop;204 and205 WHEREAS, Trooper Black embodied the spirit of service and willingness to find meaning206 in something greater than himself, and it is abundantly fitting and proper that this remarkable207 and distinguished Georgian be recognized appropriately by dedicating an intersection in his208 memory.209 PART IX210 WHEREAS, Mr. Tyler Perry was born on September 13, 1969, in New Orleans, Louisiana;211 and212 H. R. 7 - 11 - 25 HR 7/AP WHEREAS, in 1998, his first musical, I Know I've Been Changed, premiered at the famous 213 Fox Theatre in Atlanta; in 2005, his first feature film, Diary Of A Mad Black Woman,214 debuted at number one; and in 2006, he released his first book, Don't Make A Black Woman215 Take Off Her Earrings: Madea's Uninhibited Commentaries On Life And Love, which216 remained on the New York Times bestseller list for eight weeks; and217 WHEREAS, in 2007, Mr. Perry's comedic talents delighted audiences worldwide with the218 TBS series House of Payne and later with the series Meet the Browns, which were the highest219 and second highest rated first-run syndicated cable shows of all time, respectively, and he220 currently has four television series on Oprah Winfrey's network, OWN; and221 WHEREAS, in 2008, he revitalized Delta Airlines' former headquarters and opened a222 200,000 square foot studio in Atlanta that employs hundreds of Georgians, and in 2015, Mr.223 Perry bought 330 acres of the former military base, Fort McPherson, on which he will restore224 and construct state-of-the-art facilities that will open the door for local business opportunities225 and job creation in the motion picture and television industry; and226 WHEREAS, Mr. Perry strongly supports our state and national communities through227 charities such as Feeding America, Covenant House, Hosea Feed the Hungry, Project228 Adventure, Perry Place, and his own foundation, the Tyler Perry Foundation, which229 transforms tragedy into triumph by empowering economically disadvantaged youths, seniors,230 and families to overcome adversity by achieving a better quality of life; and231 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished232 Georgian be recognized appropriately by dedicating a road in his honor.233 H. R. 7 - 12 - 25 HR 7/AP PART X 234 WHEREAS, Investigator Eric Anthony Minix was born in Covington, Georgia, on June 8,235 1992, a beloved son of Mark Minix and Angela Mitchell and his life was tragically cut short236 in the line of duty on January 4, 2024; and237 WHEREAS, Investigator Minix was highly regarded by the citizens of his community and238 state and by local government officials as a person of unquestioned integrity and dedication239 to the sound principles of law enforcement; and240 WHEREAS, he served with honor and distinction as a dedicated investigator and K9 handler241 for the Coweta County Sheriff's Department where he exhibited extraordinary devotion to242 public service, outstanding loyalty, fine leadership, and meticulous attention to detail in all243 of his duties; and244 WHEREAS, he will long be remembered for his inspiring commitment to the welfare of245 others, which stands as a shining example of the positive effect law enforcement246 professionals have on the lives and well-being of others; and247 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished248 Georgian be recognized appropriately by dedicating a road in his memory.249 PART XI250 WHEREAS, Mr. Jeff Foxworthy is one of the most respected and successful comedians in251 the United States; and252 WHEREAS, Mr. Foxworthy is the highest selling comedy-recording artist in history, a253 multiple Grammy Award nominee, and the best-selling author of more than 26 books,254 H. R. 7 - 13 - 25 HR 7/AP including The Redneck Dictionary, The Redneck Dictionary II, The Redneck Dictionary III, 255 How to Really Stink at Golf, and How to Really Stink at Work; and256 WHEREAS, a 2014 inductee to the Georgia Music Hall of Fame, Mr. Foxworthy has his own257 comedy channel on SIRUISXM, which showcases the best in American comedy and has258 created multiple games that use his comedy material; and259 WHEREAS, Mr. Foxworthy hosted a live auction show called What's It Worth for A&E in260 2020 and a FOX television game show, Are You Smarter Than a 5th Grader?, for several261 seasons; and262 WHEREAS, he has written several New York Times bestseller list children's books, including263 Dirt on My Shirt and Hide!!; and264 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished265 Georgian be recognized appropriately by dedicating a road in his honor.266 PART XII267 WHEREAS, born on July 21, 1975, in Miami, Florida, Patrick Michael Sondron was the268 cherished son of Michael and Patricia Sondron; and269 WHEREAS, following his graduation from Orange Park High School in 1993, Sergeant270 Sondron enlisted in the United States Air Force, where he served as a guardian of this271 nation's freedom and liberty; and272 WHEREAS, he continued to serve his community through a career in law enforcement,273 starting his career in 1999 with the Fort Valley Police Department, adeptly serving on the274 H. R. 7 - 14 - 25 HR 7/AP Byron Police Department, and dedicating 13 years to the Peach County Sheriff's Office, 275 where he was a sergeant for the patrol division and a member of the SWAT team; and276 WHEREAS, Sergeant Sondron was highly regarded by the citizens of his community and277 state and by local government officials as a person of unquestioned integrity and dedication278 to the sound principles of law enforcement; and279 WHEREAS, a dedicated public servant, a respected partner in law enforcement, and a kind,280 level-headed individual, Sergeant Sondron had a profound impact on the Warner Robins281 community, and his loss deeply affected the citizens of Peach County; and282 WHEREAS, Sergeant Sondron exhibited extraordinary devotion to public service,283 outstanding loyalty, fine leadership, and meticulous attention to detail in all of his duties, and284 it is abundantly fitting and proper that this remarkable and distinguished Georgian be285 recognized appropriately by dedicating a bridge in his memory.286 PART XIII287 WHEREAS, Deputy Daryl Wayne Smallwood served as a guardian of this nation's freedom288 and liberty as a member of the United States Marine Corps, embodying the Marine values289 of honor, courage, and commitment; and290 WHEREAS, Deputy Smallwood was highly regarded by the citizens of his community and291 state and by local government officials as a person of unquestioned integrity and dedication292 to the sound principles of law enforcement; and293 H. R. 7 - 15 - 25 HR 7/AP WHEREAS, he began his career in law enforcement with the Dooly County Sheriff's Office, 294 where he served with professionalism and honor for eight years, and he later served with the295 Crisp County Sheriff's Office and the Peach County Sheriff's Office; and296 WHEREAS, Deputy Smallwood's life was tragically cut short in November of 2016, when297 he took on gunfire while responding to a neighbor dispute call; and298 WHEREAS, he was a person of magnanimous strengths with an unimpeachable reputation299 for integrity, intelligence, fairness, and kindness, and by the example he made of his life, he300 made this world a better place in which to live; and301 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished302 Georgian be appropriately recognized by dedicating a bridge in his memory.303 PART XIV304 WHEREAS, the Honorable Sheila M. McNeill has long been recognized by the citizens of305 this state for the vital role that she played in leadership and her deep personal commitment306 to the welfare of the citizens of Georgia and the nation; and307 WHEREAS, she diligently and conscientiously devoted innumerable hours of her time,308 talent, and energy for 58 years to the Navy League, the only civilian organization dedicated309 to supporting the sea services of the United States of which includes providing support to the310 United States Navy, United States Marine Corps, United States Coast Guard, and United311 States Flag Merchant Marine; and312 H. R. 7 - 16 - 25 HR 7/AP WHEREAS, she served as the Navy League's 42nd national president, national vice president 313 for legislative affairs, national director of the United States Naval Sea Cadet Corps, and a314 member of the National Maritime Policy Committee; and315 WHEREAS, Senator McNeill was devoted to the betterment of her community and state as316 a Georgia Senator representing Senate District 3 from 2021 to 2023; and317 WHEREAS, she was recognized with numerous honors and awards, including the Secretary318 of the Navy's Distinguished, Superior, and Meritorious Public Service medals; the United319 States Coast Guard's Distinguished and Meritorious Public Service medals; and the United320 States Armed Forces Spirit of Hope Award; and321 WHEREAS, Senator McNeill was the first female recipient of the Spanish Navy League's322 highest honor, the Golden Anchor Award; and323 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished324 Georgian be appropriately recognized by dedicating a road in her memory.325 PART XV326 WHEREAS, Trooper Chase Winston Redner was highly regarded by the citizens of his327 community and state and by local government officials as a person of unquestioned integrity328 and dedication to the sound principles of law enforcement; and329 WHEREAS, Trooper Redner was born on January 5, 1993, the beloved son of Linda330 Stancil-Redner and Richard Redner; and331 H. R. 7 - 17 - 25 HR 7/AP WHEREAS, he earned his bachelor's degree from the University of North Georgia and 332 graduated from the 103rd Trooper School with the Georgia State Patrol; and333 WHEREAS, Trooper Redner was a member of the Specialized Crash Reconstruction Team334 and exhibited extraordinary devotion to duty, outstanding loyalty, fine leadership, and335 meticulous attention to detail in all his duties; and336 WHEREAS, Trooper Redner's life was tragically cut short in the line of duty on337 February 20, 2024; and338 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished339 Georgian be recognized appropriately by dedicating an intersection in his memory.340 PART XVI341 WHEREAS, Mrs. Martha Kay Tucker has long been recognized by the citizens of this state342 for the vital role that she has played in leadership and her deep personal commitment to the343 welfare of the citizens of Georgia; and344 WHEREAS, she diligently and conscientiously devoted innumerable hours of her time,345 talent, and energy toward the betterment of her community and state as evidenced346 dramatically by her superlative service for 34 years as the Chattooga County clerk; and347 WHEREAS, Mrs. Tucker's significant organizational and leadership talents, her remarkable348 patience and diplomacy, her keen sense of vision, and her sensitivity to the needs of the349 citizens of this state earned her the respect and admiration of her colleagues and associates;350 and351 H.
