88 A RESOLUTION
99 Creating the House Study Committee on Reducing and Prioritizing Mandates for Public

1111 School Administration; and for other purposes.2
1212 WHEREAS, providing for public education is a primary responsibility of the State of3
1313 Georgia, as enshrined in the Constitution; and4
1414 WHEREAS, local school systems are established and maintained and under the management5
1515 and control of local boards of education; and6
1616 WHEREAS, providing for the education of Georgia's public school students is a7
1717 responsibility shared by state and local governing authorities; and8
1818 WHEREAS, the effective administration of public elementary and secondary schools in this9
1919 state requires local boards of education, local school system administrators, and public school10
2020 administrators to address many and varied state and federal statutory and regulatory11
2121 mandates; and12
2222 WHEREAS, the addition of new legal mandates each year to existing mandates, some of 13
2323 which have become outmoded or are practically unenforceable, can have the unintended14

2626 effect of dividing the attention of local boards of education, local school system

2828 administrators, and public school administrators, with increasing attention paid to16
2929 administrative matters at the expense of decreasing attention paid to supporting and17
3030 improving student learning; and18
3131 WHEREAS, it is critical that state and local resources and efforts should be primarily19
3232 focused on supporting and improving student learning rather than complying with legal20
3333 mandates, especially such mandates that have become outmoded, are practically21
3434 unenforceable, or are no longer the priority of state and local governing authorities; and22
3535 WHEREAS, a review of existing mandates relating to public school administration is needed23
3636 for legislators, education leaders, and community stakeholders to examine and evaluate best24
3737 practices for reducing and prioritizing mandates for public school administrators, and to25
3838 recommend legislative and policy initiatives to that end.26
3939 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:27
4040 (1) Creation of House study committee. There is created the House Study Committee28
4141 on Reducing and Prioritizing Mandates for Public School Administration.29
4242 (2) Members and officers. The committee shall be composed of six members of the30
4343 House of Representatives to be appointed by the Speaker of the House of31
4444 Representatives. The Speaker of the House of Representatives shall designate a member32
4545 of the committee as chairperson of the committee.33
4646 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,34
4747 issues, and problems mentioned above or related thereto and recommend any action or35
4848 legislation which the committee deems necessary or appropriate.36
4949 (4) Meetings. The chairperson shall call all meetings of the committee. The committee37
5050 may conduct such meetings at such places and at such times as it may deem necessary or38

5353 convenient to enable it to exercise fully and effectively its powers, perform its duties, and

5555 accomplish the objectives and purposes of this resolution.40
5656 (5) Allowances and funding.41
5757 (A) The legislative members of the committee shall receive the allowances provided42
5858 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.43
5959 (B) The allowances authorized by this resolution shall not be received by any member44
6060 of the committee for more than five days unless additional days are authorized. Funds45
6161 necessary to carry out the provisions of this resolution shall come from funds46
6262 appropriated to the House of Representatives.47
6363 (6) Report.48
6464 (A) In the event the committee adopts any specific findings or recommendations that49
6565 include suggestions for proposed legislation, the chairperson shall file a report of the50
6666 same prior to the date of abolishment specified in this resolution, subject to51
6767 subparagraph (C) of this paragraph.52
6868 (B) In the event the committee adopts a report that does not include suggestions for53
6969 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)54
7070 of this paragraph.55
7171 (C) No report shall be filed unless the same has been approved prior to the date of56
7272 abolishment specified in this resolution by majority vote of a quorum of the committee. 57
7373 A report so approved shall be signed by the chairperson of the committee and filed with58
7474 the Clerk of the House of Representatives.59
7575 (D) In the absence of an approved report, the chairperson may file with the Clerk of the60
7676 House of Representatives a copy of the minutes of the meetings of the committee in lieu61
7777 thereof.62
7878 (7) Abolishment. The committee shall stand abolished on December 1, 2025.63
