88 To amend Code Section 31-10-14 of the Official Code of Georgia Annotated, relating to

1010 issuance of a new birth certificate following adoption and legitimation or paternity2
1111 determination, so as to provide for the issuance of a copy of the original birth certificate to3
1212 certain adult persons who were adopted; to provide for a fee; to provide for the form of such4
1313 copy; to standardize terminology relating to birth certificates; to provide for a short title; to5
1414 provide for related matters; to repeal conflicting laws; and for other purposes.6
1515 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
1616 SECTION 1.8
1717 This Act shall be known and may be cited as "Andee's Law."9
1818 SECTION 2.10
1919 Code Section 31-10-14 of the Official Code of Georgia Annotated, relating to issuance of a11
2020 new birth certificate following adoption and legitimation or paternity determination, is12
2121 amended by adding a new subsection to read as follows:13
2222 "(h)(1) Notwithstanding any other provision of this Code section or any other provision

2424 of law, any person who is 18 years of age or older who was born in this state and for15

2727 whom a new birth certificate was established pursuant to paragraph (1) of subsection (a)16
2828 of this Code section may request and receive a copy of his or her original birth certificate17
2929 by complying with the provisions of this subsection. The state registrar shall require a18
3030 person seeking an original birth certificate to pay the fee for a birth certificate as19
3131 prescribed pursuant to Code Section 31-10-27. The copy of the original birth certificate20
3232 shall be in a form that clearly indicates it is not a certified copy and that it may not be21
3333 used for legal purposes.22
3434 (2) If the person who was born in this state and for whom a new birth certificate was23
3535 established pursuant to paragraph (1) of subsection (a) of this Code section is deceased,24
3636 any parent, sibling, or descendant of that person may receive a copy of the decedent's25
3737 original birth certificate pursuant to the procedures contained in this subsection.26
3838 (3) This subsection shall apply to all applications for original birth certificates for27
3939 adopted persons presented to the state registrar on or after July 1, 2025."28
4040 SECTION 3.29
4141 The Official Code of Georgia Annotated is amended by replacing "certificate of birth" and30
4242 "certificates of birth" wherever either such term occurs with "birth certificate" and "birth31
4343 certificates", respectively, in:32
4444 (1) Code Section 19-3-36, relating to proof of age of applicants for marriage license;33
4545 (2) Code Section 19-7-46.1, relating to effect of father's name or social security number34
4646 on records as evidence of paternity;35
4747 (3) Code Section 31-10-1, relating to definitions relative to vital records, in36
4848 paragraph (14);37
4949 (4) Code Section 31-10-6, relating to local registrars, local custodians, special abstracting38
