99 Official Code of Georgia Annotated, relating to the Capitol Art Standards Commission and2
1010 state flag, seal, and other symbols, respectively, so as to provide for duties and3
1111 responsibilities of the commission; to provide for the placement of a monument in honor of4
1212 the Honorable Clarence Thomas within the Nathan Deal Judicial Center; to provide for5
1313 related matters; to repeal conflicting laws; and for other purposes.6
1414 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
1515 SECTION 1.8
1616 Part 2 of Article 4 of Chapter 13 of Title 45 of the Official Code of Georgia Annotated,9
1717 relating to the Capitol Art Standards Commission, is amended in Code Section 45-13-71,10
1818 relating to duties and responsibilities of commission, by adding a new paragraph to read as11
1919 follows:12
2020 "(5.1) To oversee the design, procurement, and placement of a monument honoring the

2727 Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to state flag, seal,16
2828 and other symbols, is amended by adding a new article to read as follows:17

3232 (a) Subject to the availability of funds, there shall be placed within the Nathan Deal20
3333 Judicial Center a monument honoring the Honorable Clarence Thomas.21
3434 (b)(1) Such monument shall be designed, procured, and placed by the Capitol Art22
3535 Standards Commission, subject to final approval by a monument committee composed23
3636 of the following members of the General Assembly:24
3737 (A) Two members of the House of Representatives appointed by the Speaker of the25
3838 House of Representatives;26
3939 (B) Two members of the Senate appointed by the Lieutenant Governor; and27
4040 (C) One member from each house of the General Assembly appointed by the28
4141 Governor.29
4242 (2) The monument committee established pursuant to this subsection shall stand30
4343 abolished upon placement of such monument.31
4444 (c) No public funds shall be expended for the design or procurement of such monument.32
4545 Gifts and donations from private individuals, organizations, or foundations shall be33
4646 accepted and expended by the Capitol Art Standards Commission to carry out the34
4747 requirements of this Code section.35
4848 (d) Such monument shall be procured and placed as soon as practicable but not before the36
4949 state has been granted any intellectual property license necessary for the purposes of this37
