5-To amend Code Section 40-2-86.1 of the Official Code of Georgia Annotated, relating to1
6-license plates promoting or supporting certain agencies, funds, or nonprofit corporations or2
7-issued to qualified motor vehicles or owners with proceeds deposited in the general fund, so3
8-as to establish a specialty license plate recognizing the importance of organ donation; to4
9-provide for related matters; to provide for an effective date; to provide for compliance with5
10-constitutional requirements; to repeal conflicting laws; and for other purposes.6
11-BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
12-SECTION 1.8
13-Code Section 40-2-86.1 of the Official Code of Georgia Annotated, relating to license plates9
14-promoting or supporting certain agencies, funds, or nonprofit corporations or issued to10
15-qualified motor vehicles or owners with proceeds deposited in the general fund, is amended11
16-in subsection (l) by adding a new paragraph to read as follows:12
17-"(12) A special license plate recognizing the importance of organ donation. The design13
18-of the special plate shall include the phrase 'Organ Donors Save Lives.' The funds raised14
19-by the sale of this license plate shall be deposited in the general fund."15

10+establish a specialty license plate benefiting the Georgia Transplant Foundation; to provide5
11+for related matters; to provide for effective dates; to provide for compliance with6
12+constitutional requirements; to repeal conflicting laws; and for other purposes.7
13+BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8

23-This Act shall become effective on January 1, 2026.17
24-SECTION 3.18
25-In accordance with the requirements of Article III, Section IX, Paragraph VI(n) of the19
26-Constitution of the State of Georgia, this Act shall not become law unless it receives the20
27-requisite two-thirds' majority vote in both the Senate and the House of Representatives.21

29-All laws and parts of laws in conflict with this Act are repealed.23

28+SECTION 3.22
29+(a) Except as otherwise provided for in subsection (b) of this section, this Act shall become23
30+effective on July 1, 2025.24
31+(b) Section 2 of this Act shall become effective on January 1, 2026.25
