| 8 | 8 | | WHEREAS, the founders of the Constitution of the United States empowered state3 |
|---|
| 9 | 9 | | legislators to be guardians of liberty against future abuses of power by the federal4 |
|---|
| 10 | 10 | | government; and5 |
|---|
| 11 | 11 | | WHEREAS, the federal government has created a crushing national debt through improper6 |
|---|
| 12 | 12 | | and imprudent spending; and7 |
|---|
| 13 | 13 | | WHEREAS, it is the solemn duty of the states to protect the liberty of our people,8 |
|---|
| 14 | 14 | | particularly for the generations to come, by proposing an amendment to the Constitution of9 |

| 15 | 15 | | the United States through a convention of the states under Article V of the United States10 |
|---|
| 16 | 16 | | Constitution to place clear restraints on Congress to operate pursuant to a balanced budget11 |

| 17 | 17 | | subject to exceptions necessary to respond to emergencies and provide for the national12 |

| 18 | 18 | | defense.13 |

| 19 | 19 | | NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF14 |

| 25 | 25 | | a convention of the states limited to proposing an amendment to the United States17 |
|---|
| 26 | 26 | | Constitution imposing fiscal restraints on the federal government, requiring a balanced18 |
|---|
| 27 | 27 | | budget subject to exceptions necessary to respond to emergencies and provide for the19 |
|---|
| 28 | 28 | | national defense.20 |

| 29 | 29 | | BE IT FURTHER RESOLVED that this application shall be deemed an application for a21 |

| 30 | 30 | | convention to address only the subject herein stated. For the purposes of determining22 |
|---|
| 31 | 31 | | whether two-thirds of the states have applied for a convention addressing any of the subjects23 |
|---|
| 32 | 32 | | stated herein, this application is to be aggregated with the applications of any other state24 |
|---|
| 33 | 33 | | legislatures for the single subject of balancing the federal budget, including, but not limited25 |

| 34 | 34 | | to, previously adopted applications from Alabama, Alaska, Arizona, Arkansas, Colorado,26 |

| 35 | 35 | | Florida, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Mississippi,27 |

| 36 | 36 | | Missouri, Nebraska, New Hampshire, New Jersey, New York, North Carolina, North Dakota,28 |

| 37 | 37 | | Ohio, Oklahoma, Oregon, Pennsylvania, South Dakota, Tennessee, Texas, Washington,29 |

| 38 | 38 | | Utah, West Virginia, Wyoming, and Wisconsin; and this application shall be aggregated with30 |

| 39 | 39 | | the same for the purpose of attaining the two-thirds of states necessary to require the calling31 |
