88 WHEREAS, the founders of the Constitution of the United States empowered state3
99 legislators to be guardians of liberty against future abuses of power by the federal4
1010 government; and5
1111 WHEREAS, the federal government has created a crushing national debt through improper6
1212 and imprudent spending; and7
1313 WHEREAS, it is the solemn duty of the states to protect the liberty of our people,8
1414 particularly for the generations to come, by proposing an amendment to the Constitution of9
1515 the United States through a convention of the states under Article V of the United States10
1616 Constitution to place clear restraints on Congress to operate pursuant to a balanced budget11
1717 subject to exceptions necessary to respond to emergencies and provide for the national12
1818 defense.13
1919 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF14
2020 GEORGIA that the General Assembly of the State of Georgia hereby applies to Congress,15

2323 under the provisions of Article V of the Constitution of the United States, for the calling of

2525 a convention of the states limited to proposing an amendment to the United States17
2626 Constitution imposing fiscal restraints on the federal government, requiring a balanced18
2727 budget subject to exceptions necessary to respond to emergencies and provide for the19
2828 national defense.20
2929 BE IT FURTHER RESOLVED that this application shall be deemed an application for a21
3030 convention to address only the subject herein stated. For the purposes of determining22
3131 whether two-thirds of the states have applied for a convention addressing any of the subjects23
3232 stated herein, this application is to be aggregated with the applications of any other state24
3333 legislatures for the single subject of balancing the federal budget, including, but not limited25
3434 to, previously adopted applications from Alabama, Alaska, Arizona, Arkansas, Colorado,26
3535 Florida, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Mississippi,27
3636 Missouri, Nebraska, New Hampshire, New Jersey, New York, North Carolina, North Dakota,28
3737 Ohio, Oklahoma, Oregon, Pennsylvania, South Dakota, Tennessee, Texas, Washington,29
3838 Utah, West Virginia, Wyoming, and Wisconsin; and this application shall be aggregated with30
3939 the same for the purpose of attaining the two-thirds of states necessary to require the calling31
4040 of a convention but shall not be aggregated with any applications on any other subject.32
4141 BE IT FURTHER RESOLVED that this application constitutes a continuing application in33
4242 accordance with Article V of the Constitution of the United States until the legislatures of34
4343 at least two-thirds of the several states have made applications on the same subject.35
4444 BE IT FURTHER RESOLVED that the Secretary of the Senate is hereby authorized and36
4545 directed to make appropriate copies of this application available for distribution to the37
4646 President and Secretary of the United States Senate and to the Speaker and Clerk of the38
4747 United States House of Representatives; to the members of the United States Senate and39

5050 United States House of Representatives from this state; and to the presiding officers of each

5252 of the legislative houses in the several states requesting their cooperation.41
