9 | 9 | | WHEREAS, in 1864, the United States Congress established the National Statuary Hall3 |
---|
10 | 10 | | Collection in the United States Capitol and authorized each state to contribute to the4 |
---|
11 | 11 | | collection two statues that represent important historic figures of each state; and5 |
---|
12 | 12 | | WHEREAS, Georgia currently has on display in the National Statuary Hall Collection6 |
---|
13 | 13 | | statues of Dr. Crawford W. Long and Alexander Hamilton Stephens; and7 |
---|
14 | 14 | | WHEREAS, pursuant to 2 U.S.C. § 2132, a state may request that the Joint Committee on8 |
---|
15 | 15 | | the Library of Congress approve the replacement of a statue the state has provided for display9 |
---|
16 | 16 | | in the National Statuary Hall Collection; and10 |
---|
17 | 17 | | WHEREAS, the late President James Earl Carter Jr. was a distinguished Georgian who11 |
---|
18 | 18 | | served as Georgia State Senator and Governor of Georgia; served as President of the United12 |
---|
19 | 19 | | States; co-founded The Carter Center with his wife and equal partner, Rosalynn Carter;13 |
---|
20 | 20 | | received a Nobel Peace Price; championed civil and human rights; and became the longest14 |
---|
21 | 21 | | living United States President at 100 years old; and15 |
---|

24 | 24 | | WHEREAS, it is abundantly fitting and proper that this esteemed historic Georgian be |

26 | 26 | | appropriately recognized in the United States Capitol.17 |

27 | 27 | | NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF18 |

28 | 28 | | GEORGIA that the members of this body join in honoring the life and memory of President19 |
---|
29 | 29 | | Jimmy Carter and approve the replacement of the state's statue of Alexander Hamilton20 |
---|
30 | 30 | | Stephens with a statue of President Jimmy Carter in the National Statuary Hall Collection in21 |
---|
31 | 31 | | the United States Capitol.22 |

32 | 32 | | BE IT FURTHER RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:23 |

33 | 33 | | (1) Creation of committee. There is created the National Statuary Hall Collection24 |
---|
34 | 34 | | Replacement Committee to facilitate the replacement of the Alexander Hamilton Stephens25 |
---|
35 | 35 | | statue in the National Statuary Hall Collection with a statue of President Jimmy Carter.26 |
---|
36 | 36 | | (2) Members and officers.27 |
---|
37 | 37 | | (A) The committee shall be composed of eight members. 28 |
---|
38 | 38 | | (B) The Governor shall appoint four members of the committee and shall designate one29 |
---|
39 | 39 | | of such members as chairperson.30 |
---|
40 | 40 | | (C) The Lieutenant Governor shall appoint two members of the committee.31 |
---|
41 | 41 | | (D) The Speaker of the House shall appoint two members of the committee.32 |
---|
42 | 42 | | (3) Duties. The committee shall:33 |
---|
43 | 43 | | (A) Determine a suitable location in the state for placement of the Alexander Hamilton34 |
---|
44 | 44 | | Stephens statue. Once a suitable location is decided upon, the committee shall35 |
---|
45 | 45 | | immediately transmit to the Governor, Lieutenant Governor, and the Speaker of the36 |
---|
46 | 46 | | House minutes of the committee meeting indicating such location;37 |
---|
47 | 47 | | (B) Select a sculptor to create a statue of President Jimmy Carter;38 |
---|
48 | 48 | | (C) Review and approve the plans for the new statue;39 |
---|

51 | 51 | | (D) Estimate the costs associated with the replacement of the statue, including the costs |
---|

54 | 54 | | (i) The sculptor for creating the statue;42 |
---|
55 | 55 | | (ii) The design and fabrication of the pedestal;43 |
---|
56 | 56 | | (iii) The transportation of the statue and pedestal to the United States Capitol;44 |
---|
57 | 57 | | (iv) The removal and transportation of the replaced statue;45 |
---|
58 | 58 | | (v) The temporary placement of the new statue in the Rotunda of the United States46 |
---|
59 | 59 | | Capitol for the unveiling ceremony;47 |
---|
60 | 60 | | (vi) The unveiling ceremony; and48 |
---|
61 | 61 | | (vii) Any other expenses that the committee determines are necessary to incur; and49 |
---|
62 | 62 | | (E) Identify a method for obtaining, and obtain, private funding to pay for all costs50 |
---|
63 | 63 | | associated with the replacement of the statue.51 |
---|
64 | 64 | | (4) Powers. In carrying out its duties, the committee may enter into contracts,52 |
---|
65 | 65 | | memorandums of understanding, and collaborative arrangements; seek, receive, and53 |
---|
66 | 66 | | expend private funding for the costs for replacing the statue; and undertake all other lawful54 |
---|
67 | 67 | | acts that are necessary to accomplish the objectives and purposes of this resolution.55 |
---|
68 | 68 | | (5) Meetings. The chairperson shall call all meetings of the committee. The committee56 |
---|
69 | 69 | | may conduct such meetings at such places and at such times as it may deem necessary or57 |
---|
70 | 70 | | convenient to enable it to exercise fully and effectively its powers, perform its duties, and58 |
---|
71 | 71 | | accomplish the objectives and purposes of this resolution.59 |
---|
72 | 72 | | (6) Allowances, expenses, and funding.60 |
---|
73 | 73 | | (A) Except as provided in paragraphs (B) and (C) of this subsection, all costs of61 |
---|
74 | 74 | | implementation of the committee and its work shall come from private funds raised,62 |
---|
75 | 75 | | bequeathed, or granted to the committee.63 |
---|
76 | 76 | | (B) Legislative members of the committee shall receive the allowances provided for in64 |
---|
77 | 77 | | Code Section 28-1-8 of the Official Code of Georgia Annotated. Such allowances shall65 |
---|
78 | 78 | | be paid from funds appropriated to the Senate and the House of Representatives.66 |
---|

81 | 81 | | (C) Members of the committee who are state officials, other than legislative members, |
---|
82 | 82 | | 67 |
---|
83 | 83 | | or state employees shall receive no compensation for their services on the committee, but68 |
---|
84 | 84 | | they may be reimbursed for expenses incurred by them in the performance of their duties69 |
---|
85 | 85 | | as members of the committee in the same manner as they are reimbursed for expenses in70 |
---|
86 | 86 | | their capacities as state officials or employees. Such expenses shall be paid from funds71 |
---|
87 | 87 | | appropriated to or otherwise available to the members' respective agencies.72 |
---|
88 | 88 | | (D) Members of the committee who are not legislators, state officials, or state employees73 |
---|
89 | 89 | | shall receive no compensation, allowances, or reimbursement for expenses.74 |
---|
90 | 90 | | (7) Abolishment. The committee shall stand abolished on December 1, 2025.75 |
---|
91 | 91 | | BE IT FURTHER RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:76 |
---|
92 | 92 | | (1) Upon the committee's selection of a location in the state for the statue of Alexander77 |
---|
93 | 93 | | Hamilton Stephens as provided in this resolution, the Governor shall submit a written78 |
---|
94 | 94 | | request to the Architect of the Capitol and the Joint Committee on the Library of Congress79 |
---|
95 | 95 | | for approval of the replacement of the statue of Alexander Hamilton Stephens with a statue80 |
---|
96 | 96 | | of President Jimmy Carter. Such request shall include a description of the location in the81 |
---|
97 | 97 | | state where the replaced statue will be displayed after it is transferred to the state and a82 |
---|
98 | 98 | | copy of this resolution authorizing the replacement.83 |
---|
99 | 99 | | (2) If the request is approved by the Joint Committee on the Library of Congress, the state84 |
---|
100 | 100 | | and the Architect of the Capitol shall enter into an agreement to carry out the replacement,85 |
---|
101 | 101 | | as provided in 2 U.S.C. § 2132(b).86 |
