99 WHEREAS, in 1999, Representative Nikki T. Randall became the first African American3
1010 female elected to the General Assembly from middle Georgia, and over her 17 years of4
1111 service as a legislator, she held numerous leadership positions, including chair of the Georgia5
1212 Women's Legislative Caucus; and6
1313 WHEREAS, every year during Women's History Month, the Georgia Women's Legislative7
1414 Caucus recognizes outstanding women in Georgia who exemplify the leadership and8
1515 inspiration embodied by Representative Randall; and9
1616 WHEREAS, Mallory Minor currently serves as court administrator and clerk of court for the10
1717 Municipal Court of the City of Stonecrest, where her leadership has resulted in the court's11
1818 receipt of multiple prestigious awards and honors; and12
1919 WHEREAS, she previously served as magistrate clerk of court for the Magistrate Court of13
2020 Rockdale County, becoming the first African American woman in the county's history to14
2121 hold this position upon her appointment and playing a key role in launching impactful15

2424 court-to-community initiatives such as the Smart Justice video series, an annual youth law

2626 camp, and student mentorship programs during her tenure; and17
2727 WHEREAS, under her leadership, the Magistrate Court of Rockdale County received the18
2828 2018 Judicial Clearance Rate Excellence Award from the Judicial Council of Georgia19
2929 Standing Committee on Judicial Workload Assessment; and20
3030 WHEREAS, Mallory Minor has established a glowing reputation of renown throughout21
3131 Georgia for her dedication to the legal profession, her commitment to mentoring youth, and22
3232 her exemplary service on numerous boards and organizations; and23
3333 WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this24
3434 extraordinary servant leader be appropriately recognized.25
3535 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body26
3636 congratulate and commend Mallory Minor for receiving the 2025 Yellow Rose Nikki T.27
3737 Randall Servant Leadership Award and extend best wishes for her continued success.28
3838 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed29
3939 to make an appropriate copy of this resolution available for distribution to Mallory Minor.30
