4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The legislature finds that with nearly thirty thousand registered medical cannabis patients in Hawaii, there is an unmet need for expertise in the field of cannabinoid medicine to facilitate the exchange of educational and research information related to the state-authorized use of cannabis for medical purposes in Hawaii. The legislature also finds that the appropriate place for this expertise would be within the school of medicine of the university of Hawaii. The purpose of this Act is to create a cannabinoid medicine program within the university of Hawaii to be administered by the school of medicine of the university of Hawaii. SECTION 2. Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to subpart M of part IV to be appropriately designated and to read as follows: "§304A- Cannabinoid medicine program; established. (a) There is established within the university of Hawaii the cannabinoid medicine program to be administered by the school of medicine of the university of Hawaii. (b) The program shall include at least one non-paid associate professor position that shall be filled with a medical or osteopathic doctor who is a certified cannabinoid medicine specialist. All positions of the program shall be appointed by the dean of the school of medicine of the university of Hawaii. (c) The program shall pursue education and research related to the state-authorized use of cannabis for medical purposes in Hawaii in order to uphold patient safety and promote the development of Hawaii as an international center for medical cannabis research and treatment. (d) The activities of the program shall include: (1) Coordinating with the medical cannabis testing and research programs established pursuant to section 304A-1865 to provide medical and scientific expertise on the various projects being undertaken by the programs; (2) Participating in the development of cannabinoid medicine education for the medical school of the university of Hawaii problem-based learning curriculum; (3) Providing continuing medical education on the medical use of cannabis in Hawaii to the medical community; (4) Working with the department of health to establish standardized analytical testing methods; and (5) Working with the office of medical cannabis control and regulation established pursuant to section 329D‑2.5 to ensure regulatory compliance by patients, laboratories, and dispensaries."
