47- SECTION 1. The legislature finds that the Bernice Pauahi Bishop Museum is designated in state law as the State of Hawaii Museum of Natural and Cultural History. The mission of the museum is to inspire the community and visitors through the exploration, celebration, and perpetuation of the extraordinary history, culture, and environment of Hawaii and the Pacific. Founded in 1889, Bishop Museum is now the largest museum in the State and the premier natural and cultural history institution in the Pacific, recognized throughout the world for its cultural collections, research projects, consulting services, and public educational programs. Bishop Museum also has one of the largest natural history specimen collections in the world. The purpose of this Act is to authorize the issuance of general obligation bonds to assist Bishop Museum with a capital improvement project. SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $10,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of assisting the Bernice Pauahi Bishop Museum, the State of Hawaii Museum of Natural and Cultural History, with plans, design, construction, and equipment for repairing roofs throughout the museum campus. The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act. SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date. SECTION 4. This Act shall take effect on July 1, 2044.
