47- SECTION 1. The legislature finds that the promotion of mixed-use development and affordable housing within transit-oriented development areas within the State is one of the most viable means for stimulating economic development opportunities and addressing the need for affordable housing. The Hawaii interagency council for transit-oriented development, co-chaired by the director of the office of planning and sustainable development and the executive director of the Hawaii housing finance and development corporation, has been instrumental in coordinating the preparation and subsequent implementation of the state strategic plan for transit-oriented development. The state strategic plan serves to guide the planning and coordination of state and county transit-oriented development efforts statewide. Since 2016, following the establishment of the Hawaii interagency council for transit-oriented development, the legislature has appropriated capital improvement project funds to the office of planning and sustainable development to support planning of transit-oriented development projects on Oahu and the neighbor island counties. To date, twelve state and county agencies have received funds from these appropriations, which have been and are being used to catalyze planning of fourteen projects in the state strategic plan that will advance mixed-use and affordable housing developments statewide. The legislature further finds that the request for funds for this purpose each year has exceeded the funds available. Accordingly, the purpose of this Act is to provide supplemental funds for fiscal year 2022-2023 to maintain and enhance capacity to support planning of state and county transit-oriented development projects. SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $2,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of planning and coordination (BED144) for transit-oriented development projects identified in the state strategic plan for transit-oriented development statewide. The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act. SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date. SECTION 4. This Act shall take effect on July 1, 2050.
