4747 SECTION 1. The legislature finds that grant writing can be time-consuming and complex. While significant public and private funding is available that could benefit the State's families and communities, state agencies may lack the technical expertise to successfully apply for and manage grants. Additionally, failure to accurately interpret detailed grant requirements may lead to problematic compliance issues. The legislature finds that state agencies are best positioned to pursue and manage grants and other public and private funding opportunities when one dedicated individual is responsible for overseeing them. Accordingly, the purpose of this Act is to authorize the department of human services and department of health to appoint an existing employee to apply for and manage grants, request grant writing assistance from other state agencies, or contract or employ a dedicated capture manager for this purpose. SECTION 2. (a) The department of human services may: (1) Appoint an existing department employee and afford the employee time during regular business hours to apply for and manage grants or other public or private funding; (2) Request grant writing assistance from other state agencies as appropriate; or (3) Contract the services of or employ an individual to serve as a capture manager for the department. (b) If a capture manager is contracted or employed, the capture manager shall: (1) Serve as a dedicated grant writer for the department; (2) Apply for grants and other public or private funding; and (3) Manage all grants awarded to the department. (c) The capture manager may be retained as: (1) A contractor exempt from chapter 103D, Hawaii Revised Statutes; or (2) A temporary employee exempt from chapter 76, Hawaii Revised Statutes. (d) The department of human services shall submit reports to the legislature no later than twenty days prior to the convening of the regular sessions of 2023 and 2024. The reports shall include: (1) A list of any grants or funding opportunities sought or applied for; (2) A list of grants awarded and public or private funding received; and (3) Any recommendations or proposed legislation.
