Hawaii 2022 Regular Session

Hawaii House Bill HB2060

Introduced
1/26/22

Caption

Relating To The Department Of Hawaiian Home Lands.

Impact

If enacted, this bill would modify Chapter 201B of the Hawaii Revised Statutes by mandating the Hawaii Tourism Authority to create a form for travelers disembarking from outside the state. This form will inform them about the mission of the Department of Hawaiian Home Lands and offer them the option to contribute funds voluntarily for enhancing infrastructure and residential availability on Hawaiian homelands. The funds collected would be directed into the native Hawaiian rehabilitation fund, thereby assisting with necessary development projects.

Summary

House Bill 2060 aims to address issues facing native Hawaiian communities in the context of Hawaii's large tourism industry. The bill recognizes the disproportionate impact of tourism on native Hawaiian homeownership and affordability of housing, noting that many native Hawaiians are at risk of homelessness due to rising housing costs. The legislation proposes a mechanism for incoming travelers to voluntarily contribute towards the development of necessary infrastructure and residential lots for native Hawaiian beneficiaries, thus aiming to improve their quality of life and increase homeownership rates in these communities.

Contention

A notable point of contention surrounding HB 2060 lies in the reliance on voluntary contributions from tourists which could be seen as an inadequate or inconsistent method for ensuring long-term funding for housing and infrastructure needs. Concerns may arise regarding the effectiveness of this approach, especially given the significant number of native Hawaiian beneficiaries still waiting for housing. Critics may argue that the bill does not sufficiently address the deep-rooted challenges of housing shortages and the high costs associated with developing necessary infrastructure.

Additional_notes

The bill also reflects a broader recognition of the historical and ongoing disparities affecting native Hawaiian communities, particularly in light of the Hawaiian Homes Commission Act. With over 28,000 beneficiaries currently on a waiting list for home leases, the bill seeks to provide additional resources while addressing the economic pressures exacerbated by tourism-related growth.
