A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-eighth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $154,754,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the twenty-eighth representative district, as follows: 1. Governor Wallace Rider Farrington high school, Oahu Design, construction, and equipment for phase two of the school's redesign project including a new school gymnasium, music building, and physical education facilities; ground and site improvements; and equipment and appurtenances. Design $600,000 Construction $59,400,000 Equipment $150,000 Total funding $60,150,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Kalihi Community Center in Kalihi, Oahu Plans, design, construction, and equipment for improvements to facilities, ground and site improvements, and equipment and appurtenances. Plans $50,000 Design $50,000 Construction $350,000 Equipment $100,000 Total funding $550,000 The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services. 3. Fetal Alcohol Spectrum Disorder Social Laboratory in Lanakila Pacific and Salvation Army Family Treatment Services Facility Plans, design, and construction for renovation of Lanakila Pacific and Salvation Army Family Treatment Services Facility. Plans $15,000 Design $15,000 Construction $120,000 Total funding $150,000 The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services. 4. Kokua Kalihi Valley Gulick Elder Care Facility, Oahu Plans, design, and construction for repairs and renovations of the Gulick Elder Care Facility. Plans $10,000 Design $10,000 Construction $220,000 Total funding $240,000 The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services. 5. Kokua Kalihi Valley Judd Medical Clinic, Oahu Plans, design, and construction for repairs and renovation of the Judd Medical Clinic Facility. Plans $4,000 Design $20,000 Construction $280,000 Total funding $304,000 The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services. 6. Kokua Kalihi Valley Hale Lauele Nature Preserve, Oahu Plans, design, and construction for repairs and renovation of the Kokua Kalihi Valley Hale Lauele Nature Preserve. Plans $10,000 Design $160,000 Construction $190,000 Total funding $360,000 The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services. 7. Kalihi street, North School street, Kamehameha IV road, Houghtailing street, and all other streets in the twenty-eighth representative district Plans, design, construction, and equipment for road and sidewalk improvements and repairs. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
