4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The legislature finds that Kunia road in central Oahu -- a remote, unlit, narrow, two-lane road that is approximately seven miles long -- has historically been and continues to be a very dangerous thoroughfare. According to state data, about fourteen thousand vehicles travel on Kunia road on a daily basis. The legislature further finds that from 2016 to 2020, there were one hundred sixty-seven major crashes on Kunia road, including eight fatal crashes. Of these crashes, thirty-two involved speed. During this time period, there were also seventeen serious injuries and ten fatalities. Therefore, the purpose of this Act is to require the department of transportation to deploy speed-monitoring technology to support traffic safety on Kunia road on Oahu. SECTION 2. (a) The department of transportation shall deploy speed-monitoring technology, including but not limited to cameras, to support traffic safety on Kunia road on Oahu. (b) No later than twenty days prior to the convening of the regular session of 2023, the department of transportation shall submit to the legislature a preliminary report of its progress in deploying speed-monitoring technology, including but not limited to cameras, to support traffic safety on Kunia road on Oahu. (c) No later than twenty days prior to the convening of the regular session of 2024, the department of transportation shall submit to the legislature a final report of its deployment of speed-monitoring technology, including but not limited to cameras, with any findings and recommendations, to support traffic safety on Kunia road on Oahu. SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 for the deployment of speed-monitoring technology, including but not limited to cameras, to support traffic safety on Kunia road on Oahu. The sum appropriated shall be expended by the department of transportation for the purposes of this Act. SECTION 4. This Act shall take effect upon its approval; provided that section 3 of this Act shall take effect on July 1, 2022. INTRODUCED BY: _____________________________
