The director of finance is authorized to issue general obligation bonds in the sum of $622,097,250 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the forty-first representative district, as follows: 1. Saratoga Avenue electrical and communication infrastructure improvements in Kalaeloa, Oahu Construction for Saratoga Avenue electrical and communication infrastructure improvements in Kalaeloa, Oahu. Construction $12,125,000 Total funding $12,125,000 The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism. 2. Barbers point elementary school, Oahu Design and construction for air conditioning for the entire school.
