4747 SECTION 1. No later than January 1, 2023, each county with a population of 200,000 or less shall establish a five-year pilot project to regulate the operation of hosting platforms that provide booking services for transient accommodation operators conducting business within those counties. For the purposes of this Act: (1) "Booking service" means any reservation or payment service provided by a person who facilitates a transient accommodations transaction between a prospective transient user and a host; and (2) "Hosting platform" means a person who participates in the transient accommodations business by collecting or receiving a fee, directly or indirectly through an agent or intermediary, for conducting a booking service transaction using any medium of facilitation. SECTION 2. Each county with a population of 200,000 or less shall submit a report of its findings and recommendations, including any proposed legislation, regarding the regulation of hosting platforms that provide booking services for transient accommodation operators to the legislature no later than twenty days prior to the convening of the regular session of 2028. SECTION 3. This Act shall take effect on July 1, 2022, and shall repeal on June 30, 2028. INTRODUCED BY: _____________________________
