43	43	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

The director of finance is authorized to issue general obligation bonds in the sum of $93,305,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the forty-eighth representative district, as follows: 1. Ahuimanu elementary school Design and construction for covered walkway bridge connecting building C and E, including an elevator for accessibility. Design $80,000 Construction $420,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Benjamin Parker elementary school Design and construction for parking lot expansion and student drop off area. Design $70,000 Construction $430,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Castle high school Design and construction for resurfacing of the all-weather track and artificial turf football field. Design $80,000 Construction $3,420,000 Total funding $3,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Kahaluu elementary school Construction for new playground equipment. Construction $200,000 Total funding $200,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Kaneohe elementary school Design and construction for campus covered walkways at buildings B, C, and cafeteria. Windward community college Design and construction for address and repair active leaks at 5980 Hale Naauao, 5977 Hale Manaleo, and 5979 Manaopono. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
