4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $50,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the forty-third representative district, as follows: 1. Barbers Point elementary school, Oahu Design and construction for a new bathroom in the cafeteria. Design $200,000 Construction $200,000 Total funding $400,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Barbers Point elementary school, Oahu Design and construction for renovation and expansion of existing parking lot. Design $800,000 Construction $800,000 Total funding $1,600,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Nanakuli high and intermediate school, Oahu Design and construction for baseball field renovation to include pathway and bleachers for students and spectators. Design $500,000 Construction $1,000,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Papahana o Kaiona, Waianae, Oahu Land, design, construction, and equipment for an alternative learning program facility. Land $1,000,000 Design $250,000 Construction $500,000 Equipment $250,000 Total funding $2,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Waianae Coast Comprehensive Health Center, Oahu Design, construction, and equipment for a food distribution and social services center. Design $250,000 Construction $1,000,000 Equipment $250,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of health. 6. Farrington highway, Oahu Design and construction for repair of mauka sidewalks along Farrington highway. Design $1,500,000 Construction $15,000,000 Total funding $16,500,000 The sum appropriated for this capital improvement project shall be expended by the department of transportation. 7. Farrington highway, Oahu Design and construction for widening of Farrington highway from Helelua street to Mohihi street. Design $2,000,000 Construction $25,000,000 Total funding $27,000,000 The sum appropriated for this capital improvement project shall be expended by the department of transportation. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
