A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Eighth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $15,223,240 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the eighth representative district, as follows: 1. Henry Perrine Baldwin high school, Maui Design and construction for campus wide electrical system upgrades, ground and site improvements, and equipment and appurtenances. Design $200,000 Construction $5,000,000 Total funding $5,200,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Henry Perrine Baldwin high school, Maui Design and construction for reroof gymnasium, including the installation of six large fans in the gymnasium for heat abatement; ground and site improvements; and equipment and appurtenances. Design $203,240 Construction $2,200,000 Total funding $2,403,240 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Henry Perrine Baldwin high school, Maui Design and construction for installation of air conditioning systems in Buildings B, C, and D; ground and site improvements; and equipment and appurtenances. Design $20,000 Construction $300,000 Total funding $320,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Iao intermediate school, Maui Design for renovations to Building H. Design $500,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Waihee elementary school, Maui Design and construction for a covered playground and basketball court, ground and site improvements, and equipment and appurtenances. Design $500,000 Construction $1,500,000 Total funding $2,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Wailuku elementary school, Maui Design and construction for improvements to the current parking lot and the addition of new parking stalls, including ground and site improvements and equipment and appurtenances. Design $800,000 Construction $2,000,000 Total funding $2,800,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. University of Hawaii Maui college, Maui Design and construction for design and construction of a vocational technology center, ground and site improvements, and equipment and appurtenances. Design $300,000 Construction $1,700,000 Total funding $2,000,000 The sum appropriated for this capital improvement project shall be expended by the University of Hawaii. SECTION 2. The following sums or so much thereof as may be necessary for fiscal year 2021-2022 for the projects identified in this section are appropriated from the school impact fees collected pursuant to chapter 302A, part VI, subpart B, Hawaii Revised Statutes: 1. Iao intermediate school, Maui Plans and design for due diligence for land acquisition surrounding Iao intermediate school. Plans $60,000 Design $15,000 Total funding $75,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Puu Kukui elementary school, Maui Plans and design for due diligence for land acquisition surrounding Puu Kukui elementary school. Plans $60,000 Design $15,000 Total funding $75,000 The sum appropriated for this capital improvement project shall be expended by the department of education. SECTION 3. The appropriation made for the capital improvement projects authorized by section 1 of this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
