NO. 575 THIRTY-FIRST LEGISLATURE, 2021 STATE OF HAWAII A BILL FOR AN ACT relating to capital improvement projects for the benefit of THE Thirty-second REPRESENTATIVE DISTRICT. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII: SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $11,875,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the thirty-second representative district, as follows: 1. Aliamanu elementary school Construction; equipment for the construction phase of a covered playcourt/basketball court; ground and site improvements; and equipment and appurtenances. Construction $2,575,000 Total funding $2,575,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Aliamanu Middle School Plans, design, construction, and equipment for phone intercom upgrade for safety and security purposes. Plans $10,000 Design $20,000 Construction $20,000 Equipment $200,000 Total funding $250,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Aliamanu Middle School Plans, design, construction, and equipment to repave and cover courts for safety reasons. Plans $50,000 Design $50,000 Construction $400,000 Equipment $300,000 Total funding $800,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Aliamanu Middle School Plans, design, construction, and equipment for a twenty-first century STEM lab and makerspace. Plans $25,000 Design $25,000 Construction $100,000 Equipment $250,000 Total funding $400,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Moanalua elementary school Design, construction, and equipment for electrical upgrade and air conditioning improvements; ground and site improvements; equipment and appurtenances. Design $100,000 Construction $400,000 Equipment $100,000 Total funding $600,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Moanalua elementary school Design, construction, and equipment for a multipurpose innovation center; ground and site improvements; and equipment and appurtenances. Design $320,000 Construction $2,880,000 Equipment $50,000 Total funding $3,250,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Moanalua middle school Plans, design, construction, and equipment for covered playing court. Plans $100,000 Design $150,000 Construction $750,000 Equipment $1,500,000 Total funding $2,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Salt Lake Elementary School Plans, design, construction, and equipment to remove the temporary stage in the cafeteria and replace with a permanent stage structure and install air conditioning in the cafeteria. Plans $100,000 Design $100,000 Construction $1,000,000 Equipment $300,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
