47	47	SECTION 1. The legislature finds that motor vehicles have been used as weapons against pedestrians on sidewalks in a number of tragic instances around the world. To prevent similar tragic events from occurring, many governments have installed security bollards, which are sturdy, short, vertical posts that are strategically installed to control road traffic and designed to prevent motor vehicles from driving onto sidewalks. Decorative bollards, such as large concrete planter boxes, are both functional and aesthetically pleasing ways to keep pedestrians on sidewalks safe from vehicular traffic that might accidentally or intentionally veer onto a sidewalk. The purpose of this Act is the require the department of defense to conduct a vulnerability study and recommend areas in the State that should be protected by decorative bollards. SECTION 2. (a) The department of defense shall conduct a vulnerability study that provides recommendations for areas in the State that should be protected by decorative bollards, including determining the appropriate sources of funding for the installation of such bollards. (b) For the purposes of the vulnerability study, the department of defense may consult with the following entities: (1) The Honolulu field office of the Federal Bureau of Investigation; (2) The Hawaii tourism authority; (3) The Hawaii state fusion center; (4) The Honolulu police department; (5) The Kauai police department; (6) The Maui police department; (7) The Hawaii police department; (8) The Hawaii Lodging and Tourism Association; (9) The Hawaii Visitors and Convention Bureau and its affiliated island chapters; and (10) The Waikiki Improvement Association. (c) The department of defense shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022.
