4343 WHEREAS, Hawaii has adopted laws and set goals to achieve a carbon negative economy by 2045; and WHEREAS, transportation still accounts for the majority of emissions in Hawaii; and WHEREAS, as an island archipelago, Hawaii is ideally suited to demonstrate and adopt zero emissions sea and air transportation between the islands for people and cargo due to the shorter length of trips; and WHEREAS, the advancement of short-range electric aircraft and watercraft, including electric sea gliders, make zero emissions interisland commuting now possible and scalable; and WHEREAS, the adoption of zero emissions interisland transportation can mean significant long term savings on the cost of travel, fuel, and commodities for Hawaii residents and visitors; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the Senate concurring, that the State of Hawaii is urged to strongly encourage the development and deployment of zero emissions interisland transportation; and BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism and the Department of Transportation are requested to accelerate efforts to assist with developing and deploying zero emissions interisland transportation; and BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism, Department of Transportation, Department of Land and Natural Resources, and other relevant departments are requested to plan to identify and incorporate necessities such as charging facilities, docks, and other infrastructure required to allow for zero emissions interisland transportation; and BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Director of Business, Economic Development, and Tourism; Director of Transportation; and Chairperson of the Board of Land and Natural Resources.
