| 43 | | - | WHEREAS, since the State is largely accessed through air travel, air transportation accounts for one-third of Hawaii's petroleum use and is one of the largest sources of the State's greenhouse gas emissions; and WHEREAS, new developments and technological advancements in transportation may help to reduce carbon dioxide emissions and address many issues facing the State, including alleviating road congestion, increasing transportation convenience for residents, and providing underserved communities with greater access to affordable transportation; and WHEREAS, the development and utilization of sustainable transportation solutions, such as ground-effect vehicles, may have significant impacts on the State, due to Hawaii being an island state; and WHEREAS, the State has a unique opportunity to examine these emerging technologies to see if these innovative transportation solutions have the potential to improve, among other things, operational efficiency in the transportation of passengers, freight, and cargo, as well as in the provision of emergency services; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Department of Transportation, in collaboration with the Departments of Land and Natural Resources and Business, Economic Development, and Tourism, is requested to convene a working group to examine the impact of sustainable transportation solutions in the State, including ground-effect vehicles and other innovative technologies; and BE IT FURTHER RESOLVED that the working group consist of the following members: (1) A representative from the Department of Transportation, Airports Division; (2) A representative from the Department of Transportation, Harbors Division; (3) The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee; (4) The Director of Business, Economic Development, and Tourism, or the Director's designee; (5) The Chief Energy Officer of the Hawaii State Energy Office, or the Chief Energy Officer's designee; (6) A representative from a ground-effect vehicle manufacturer; and (7) Other appropriate persons invited by the working group; and BE IT FURTHER RESOLVED that in its examination of the impact of sustainable transportation solutions in the State, the working group is requested to consider the following: (1) The feasibility of ground-effect vehicles operating in the State, including any levels of support that may be necessary to accelerate any required approval processes; (2) Possible economic opportunities and incentives to support ground-effect vehicle operators in the State; (3) The possibility of accommodating ground-effect vehicle operators by streamlining the process for infrastructure modifications to dock and harbor facilities, including associated costs; (4) Effects on the State's economy and workforce development, including impact on pricing and cost to consumers and improved delivery time throughout the State; (5) Potential for new technology-skilled job opportunities for residents, including repair and maintenance and training center hosting; (6) Productivity and transportation networks, including emergency access to isolated areas and assistance and expansion of ocean safety capabilities; (7) Infrastructure, including improvements to harbors and renewable energy buildout to support charging requirements; (8) Improved services, including access to transportation for underserved communities, expanded medical emergency access, and development of inter-island transportation routes; (9) Cultural awareness and respect, including knowledge of shorelines and waters; (10) Communication and transparency, including public engagement and outreach to environmental, community, and cultural groups; and (11) Renewable energy, sustainability, and resiliency, including expanded exploration of renewable energy sources for use with emerging transportation technologies, emergency evacuation, and reduction in carbon footprint incentives; and BE IT FURTHER RESOLVED that the working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to Director of Transportation; Chairperson of the Board of Land and Natural Resources; Director of Business, Economic Development, and Tourism; and Chief Energy Officer of the Hawaii State Energy Office.
