3535 URGING the CITY AND COUNTY OF HONOLULU DEPARTMENT OF ENVIRONMENTAL SERVICES AND PARTNERS TO UTILIZE THE PROPERTY LOCATED AT 45-230 KULAULI STREET, KANEOHE, HAWAII, FOR AQUACULTURE PURPOSES THAT WILL NOT UNREASONABLY INTERFERE WITH THE DEPARTMENT'S REGULAR USE OF THE PROPERTY.

4343 WHEREAS, the City and County of Honolulu owns and operates nine wastewater treatment plants: Honouliuli, Kahuku, Kailua Regional, Laie, Paalaa Kai, Sand Island, Wahiawa, Waianae, and Waimanalo; and WHEREAS, the City and County of Honolulu also owns the parcel of land that was the location of the former Kaneohe Wastewater Pretreatment Facility; and WHEREAS, the Kaneohe Wastewater Pretreatment Facility was located on the parcel of land designated as TMK No. 1-4-5-030:036 at 45-230 Kulauli Street in Kaneohe, Hawaii; and WHEREAS, the Kaneohe Wastewater Pretreatment Facility has since been decommissioned, which included demolition of the administration building and other equipment and, most recently, demolition of the digester tanks in 2020; and WHEREAS, ancillary structures and a storage structure are still maintained on the parcel of land; however, the rest of the property is underutilized; and WHEREAS, the parcel of land is located adjacent to Waikalua Loko Fishpond, also known as Waikalua Loko Ia, a four-hundred-year-old ancient Hawaiian fishpond; and WHEREAS, the Pacific American Foundation and Pacific American Foundation Hawaii, Inc., a sister 501(c)(3) organization that has ownership of Waikalua Loko Fishpond, embarked on restoring the pond in 1995 in partnership with the Waikalua Loko Fishpond Preservation Society; and WHEREAS, the Kaneohe Wastewater Pretreatment Facility site is industrial-zoned property in the urban land use district; and WHEREAS, there is an opportunity to put the sixteen-acre property to use for aquaculture purposes, as aquaculture would return a former environmentally sensitive site into productive use; and WHEREAS, aquaculture holds significant growth and economic potential for the State in the areas of facilitating and promoting greater seafood consumption, food production, food self-sufficiency, and export opportunities; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that this body urges the City and County of Honolulu Department of Environmental Services to partner with the University of Hawaii, Pacific American Foundation, and other organizations to utilize the property located at 45-230 Kulauli Street, Kaneohe, Hawaii, for aquaculture purposes that will not unreasonably interfere with the Department of Environmental Services' regular use of the property; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the University of Hawaii System, Mayor of the City and County of Honolulu, Director of Environmental Services of the City and County of Honolulu, and Chief Executive Officer and President of the Pacific American Foundation.
