45 | 45 | | WHEREAS, feral chickens continue to proliferate in counties across the State, including the City and County of Honolulu; and WHEREAS, the proliferation of feral chickens is a matter of great concern among residents of the City and County of Honolulu, especially those living in urban and suburban communities; and WHEREAS, the loud crowing of feral chickens at all hours of the day and night are a significant noise nuisance for residents; and WHEREAS, feral chickens destroy public and private property by digging up grass and damaging food crops; and WHEREAS, feral chickens are a public safety hazard as they leave behind unsanitary droppings, obstruct traffic when walking on roadways, and can spread insect parasites such as mites; and WHEREAS, feral chickens encroaching on private property pose financial and legal difficulties for property owners, who have no choice but to capture the feral chickens or hire a pest control service at the owner's own expense while abiding by animal cruelty laws; and WHEREAS, pursuant to section 7-2.5 of the Revised Ordinances of Honolulu, each household within the purview of the City and County of Honolulu is permitted to possess up to two chickens or peafowl; and WHEREAS, the potential escape or release of chickens owned by households adds to the excessively large population of feral chickens in the City and County of Honolulu; and WHEREAS, the Honolulu City Council has the authority to modify the Revised Ordinances of Honolulu; now, therefore, BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Honolulu City Council is urged to review its ordinance on chickens and investigate the ordinance's role in contributing to the growing population of feral chickens; and BE IT FURTHER RESOLVED that the Honolulu City Council is requested to consider amending the ordinance permitting the possession of chickens; and BE IT FURTHER RESOLVED that the City and County of Honolulu is urged to take action to reduce the growing problem of feral chickens in the City and County of Honolulu; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Chair and each member of the Honolulu City Council, and Director of Council Services of the City and County of Honolulu.
