4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $27,164,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the ninth senatorial district, as follows: 1. Aina Haina Elementary School A. Air conditioning of campus with appropriate air filters or UV attachments for virus mitigation. Construction $2,000,000 Total funding $2,000,000 B. Playground equipment for grades three through five recess area fronting P3. Construction $150,000 Total funding $150,000 C. Semi-permanent covered campus spaces. Construction $500,000 Total funding $500,000 D. Pave mauka lot outside the back cattle gate for parking. Construction $750,000 Total funding $750,000 2. Kahala Elementary School A. Design and construction for covered walkways and play areas. Design $100,000 Construction $900,000 Total funding $1,000,000 B. Campus drain improvements. Construction $1,250,000 Total funding $1,250,000 SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows: (1) The sums appropriated in items 1 through 6 shall be expended by the department of education; and (2) The sums appropriated in item 7 shall be expended by the department of land and natural resources.
