BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII: SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $191,752,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the third senatorial district, as follows: 1. Ke Kula o Ehunuikaimalino A. Plans, design, and construction for new portables or permanent classrooms, inclusive of master plan, and ultimate site plan for school campus relocation; ground and site improvements; equipment and appurtenances. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows: (1) The sums appropriated in items (1), (4), (5), (6), (8), (9), (10), (11), (12), and (13) shall be expended by the department of education; (2) The sums appropriated in item (2) and (13) shall be expended by the department of Hawaiian home lands; (3) The sums appropriated in item (3) and (17) shall be expended by the Hawaii health systems corporation; (4) The sum appropriated in items (7) shall be expended by the department of health; (5) The sums appropriated in items (14) and (15) shall be expended by the department of land and natural resources; and (6) The sum appropriated in item (16) shall be expended by the department of transportation.
