3737 RELATING TO ADULT MENTAL HEALTH.

4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

47- SECTION 1. The legislature finds that significant budget cuts were necessitated by the coronavirus disease 2019 pandemic and that the department of health's adult mental health division saw an eleven per cent reduction in the number of its staff. The loss of ninety-nine permanent positions and sixty-three temporary positions has limited the division's ability to meet its mission of providing integrated mental health services for individuals having serious mental illness who are uninsured or underinsured, subject to court-ordered evaluation, in the care and custody of the department of health, or in crisis. The eliminated staff included social workers, mental health specialists, nursing staff, psychiatrists, clinical psychologists, security staff, other inpatient mental health staff, other outpatient staff, and other workers at the Hawaii state hospital. The legislature further finds that the State's economic outlook has improved and concludes that it is time to sufficiently fund the work of the adult mental health division. The purpose of this Act is to restore ninety-nine positions to the department of health adult mental health division and appropriate funds to fill those positions. SECTION 2. Act 88, Session Laws of Hawaii 2021, is amended by amending section 3, item numbers E-13 and E-14 to read as follows: "13.
