4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. (a) The department of business, economic development, and tourism, in consultation with all appropriate state and county agencies to be determined by the governor, shall conduct a study of infrastructure needs in transit oriented development districts. (b) The study shall propose projects to be undertaken by the State using funds issued under United States Public Law 117-58, commonly referred to as the Infrastructure Investment and Jobs Act, to address the lack of sufficient infrastructure in transit oriented development districts to support high density living. Projects proposed pursuant to this subsection shall contribute to the State's efforts to meet its affordable housing goals established in Act 127, Session Laws of Hawaii 2016. (c) The department of business, economic development, and tourism shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2023. SECTION 2. State departments and county agencies that receive funds through Infrastructure Investment and Jobs Act shall prioritize using those funds to implement projects in transit oriented development districts that meaningfully contribute to the State's affordable housing goals established in Act 127, Session Laws of Hawaii 2016. SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 for the department of business, economic development, and tourism to conduct a study of necessary infrastructure in transit oriented development districts. The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act. SECTION 4. This Act shall take effect on July 1, 2022.
