4747 SECTION 1. There is established within the department of human services, for administrative purposes only, a comprehensive, statewide homelessness solutions program to fill gaps within the State's response to homelessness, scale evidence-based solutions while promoting innovation to move people quickly into permanent housing, establish greater flexibility and a more nimble process in implementing a comprehensive response to homelessness, facilitate critically needed collaboration between different levels of government, foster a streamlined process at the local and state levels to fund and build housing opportunities more quickly, hold local governments and the state accountable for achieving results, and focus on evidence-based housing and housing-based services solutions and long-term state and local structural changes. SECTION 2. (a) There is established in the state treasury the statewide homelessness solutions program special fund, into which shall be deposited the revenues derived from any change made to Title 14, Hawaii Revised Statutes, that are enacted on or after the effective date of this Act and revenues derived from: (1) Increases of the personal income tax on incomes over $1,000,000; (2) Increases of the corporate income tax, including the enactment of a more progressive corporate income tax and provisions that conform with the federal Tax Cuts and Jobs Act, including but not limited to provisions related to Global Intangible Low-Taxed Income; (3) Eliminates or limits of corporate tax loopholes; and (4) Changes to unrealized capital gains and the repeal of a stepped-up basis of inherited assets. (b) Moneys in the statewide homelessness solutions program special fund shall be used to annually fund the statewide homelessness solutions program. Any amount to be deposited into the statewide homelessness solutions program special fund from the revenues collected under this Act that causes the statewide homelessness solutions program special fund to exceed $ , shall be deposited into the general fund.
