4343 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

4747 SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $40,720,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the twelfth senatorial district, as follows: 1. McKinley High School A. Athletic complex improvements, including bleachers, locker rooms, stadium and field lighting, related facilities, ground and site improvements, and equipment. Design and Construction $18,000,000 Total funding $18,000,000 B. Painting of buildings A through F, and H. Construction $1,500,000 Total funding $1,500,000 2. Washington Middle School A. Campus-wide telecom upgrade. Design $200,000 Construction $1,800,000 Equipment $200,000 Total funding $2,200,000 B. New 21st century band facility, sewer relocation and tree removal, if needed, ground and site improvements, equipment, and appurtenances. Design and Construction $8,000,000 Total funding $8,000,000 3. Kaahumanu Elementary School A. Cafeteria improvements, ground and site improvements, equipment, and appurtenances. Design and Construction $300,000 Total funding $300,000 4. Jefferson Elementary School A. Campus-wide telecom upgrade. Waikiki Master Plan Improvements A. Various improvements along Waikiki Beach in the Sheraton-Halekulani, Royal Hawaiian, and Kuhio Beach sectors, including sand restoration, refurbishment of derelict groins, construction of new groins, offshore dredging, and beach sand replacement. Design and Construction $1,850,000 Total funding $1,850,000 7. Ala Wai Small Boat Harbor A. Replacement of existing gravity sewer lines, pump station, and force mains. Design $300,000 Construction $4,000,000 Total funding $4,300,000 B. Resurfacing and striping of existing access roads and parking areas. Design $300,000 Construction $3,000,000 Total funding $3,300,000 SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024 shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows: (1) The sums appropriated in items 1 through 5 shall be expended by the department of education; and (2) The sums appropriated in items 6 and 7 shall be expended by the department of land and natural resources.
